City circle is an area assembled by productivity arrangement.It mainly depends on natural resource,economic and technical condition and the governments' manage requirement.Big city circle often combines the raw material production area,energy production area,process area and agricultural base as an integrated industry circle.For example,China's three comprehensive industry circles all have these characters-low reaches of Yangtze River comprehensive industry circle takes Shanghai as centre, middle reaches of Yangtze River comprehensive industry circle takes Wuhan as centre, up reaches of Yangtze River comprehensive industry circle takes Chongqing as centre.As a unit,city circle has many advantages in organizing economic activity.It can make full use of centre city's effect,use the section integrated advantage,and also can urge multi enterprise and multi vocation cooperation and make the whole section develop well."Middle china is declining",in other word "Wuhan's falling" is the real reflect of Hubei's economic condition.These years,compare to other provinces,Hubei's GDP develop speed is very slow.Take Henan province for example,its developing speed is much fast than Hubei Province.December 7^th,2007,good news came from the national development and innovation meeting that Wuhan city circle has authorized by state department as the comprehensive coordination test area of national resource-saving & environment-friendly society(Two-oriented society) construction.At the same time, Changsha -Zhuzhou and Xiangtan city circle also authorized.This method can accelerate Wuhan city circle's develop.It also can boost Hubei's economics.How to take this good chance to accelerate Wuhan city circle's develop and middle china's grow up become the focus.How to cope the problems such as local government's orientation,optimize government's function,create avail environment,seek cooperation chance and make Wuhan city circle's fast and good development become the main study subject.This paper consists of six parts.The first part is the introduction,briefly explain the aim of this paper,the research methods and establish the framework.The second part is the theory part,describe "city circle","resource-saving & environment-friendly society(Two-oriented society) ",local government cooperative governance theory and describe Wuhan city circle in detail.This part is the beginning of the research.The questions are brought forward in the third part.In this part,the outstanding problems of constructing resource-saving & environment-friendly society(Two-oriented society) are laid out.By showing various facts,we have a clear understanding of the future work.Part four is the comparison part.Learning from the examples of Yangtze River Delta valley local government,Japanese Tokyo city circle and American's New York city circle's local government cooperation.We gain more knowledge of Wuhan city circle local government's future work.Part five is mainly resolving problems.We carefully analysis the problems laid out in part three and give lots of advices and proposes.The conclusion part summarizes and concludes the whole research fruit.At the same time,we also established some development aim of Wuhan city circle.In this paper,the possible innovation lay below:(1) the research topic is novel. Resource-saving & environment-friendly society(Two-oriented society) is put out by state department not long ago and many people pay much attention about it.This paper takes local government cooperation as the main research angle,different from the purely economic research angle.(2) Research methods are various.In order to give reader a clearly idea,I use case analysis method which is much hopeful to us;I also used comparison method which can help to resolve the problem.I compare Wuhan city circle to domestic and overseas resemble city circle and learn more about it.(3) New construction models.Wuhan city circle and resource-saving & environment-friendly society(Two-oriented society) construction is a composed work.Local government cooperation is only one part.Individual society and enterprise all should offer their effort.
