Xinjiang is a district where national relations and national problems are more complicated compared to other districts of China. Xinjiang sometimes emerged disharmonious phenomena in national relations while the ethnic relations are generally equal and united since the foundation of the People’s Republic of China. This paper explains the source of conflicts from the cultural angle after the investigating the history and reality of Xinjiang’s social conflict and its governance. Some of the national and social conflicts in Xinjiang are closely related to the differences between the different national cultures. It’s improper to deal with border areas only by the means of military-politics rule, or economy while it is also improper to carry out economy useless theory. Cultural integration is the basis and the fundamental solution of national harmony and social harmony. Integration makes unity, this is to say, cultural integration makes an integrated society, namely harmonious society.This paper includes an introduction, a text, a conclusion and an appendix.The text consists of five chapters. It is the main line of discussion to narrate Xinjiang’s reality and history process. The main content:Chapter One studies the basic characteristic of Xinjiang’s nationality, religion and culture. Nationality is the product of circumstances. As a relay station of the silk road connecting the east and west civilization, Xinjiang has the situation of many peoples, religions and cultures and their long time coexistence. Xinjiang’s multi-nations have long-term interaction and fusion and become inseparable. Xinjiang’s multi-religions have a long-term coexistence, and go through different developing stages. Multi-cultural exchange and complementation in Xinjiang is the main characteristic of cultural development.Chapter Two studies the ethnic, religious and cultural conflicts in the history of Xinjiang. Reviewing the destruction of the Buddist kingdom Yutian, Xinjiang’s overall islamization, chaos caused by Khoja and the religious terror governance of Zhedeshaer Khanate, this paper regards that religious culture conflicts cause religious war and chaos, and religious war chaos destroy national harmony and social harmony.Chapter Three studies the ethnic conflicts and religious culture in contemporary Xinjiang. Pan-Turkism and Pan-Islamism are the ideological sources of contemporary Xinjiang’s ethnic splitting actions and the religious, cultural sources of East-Turkistan Movement theory. Pan-Turkism and Pan-Islamism as well as the Three Forces tear the nations, endanger the peace and development of China and the world.Chapter Four studies the measures and experience to solve nationality contradiction. To explore the governance to Xinjiang of the state policies of China’s different dynasties, and the management models to solve the national problems in the world, this paper points out that it’s improper to deal with border areas only by the means of military-politics rule, or economy while it is also improper to carry out economy useless theory. It is more important to promote national harmony and social harmony by cultural integration than by the means of the simple military-politics rule, or only economy development.Chapter Five studies the problem to promote national harmony and social harmony by cultural integration. Pointing out the importance of cultural integration, this paper expounds that cultural integration is the basis and the fundamental solution of national harmony and social harmony. Constructing the harmonious society should shape the common political culture, promote the bilingual education, publicize the idea of cultural integration by mass media, support ethnic intermarriages, and positively guide religions to adapt to society.The last part is the basic conclusion of this paper.1. Many kinds of nationalities, cultures and religions meet in Xinjiang by intersection, collision, conflict and fusion, the fusion is the mainstream, which forms a multi-national, multi-culture, multi-religion pattern with long-term coexistence; Severe conflicts cause national vendetta, cultural destruction and social chaos.2. Cultural integration is the basis and the fundamental solution of national harmony and social harmony. It’s improper to deal with border areas only by the means of military-politics rule, or economy while it is also improper to carry out economy useless theory. To promote national harmony and social harmony by cultural integration should adopt effective measures in nationality, religion, culture, language and politics, especially shape a good political culture.3. Integration makes unity, this is to say, cultural integration makes an integrated society, namely harmonious society.
