With the rapid development of information technology, triple play plays anincreasingly important role in promoting the scientific and technological progress,stimulating economic growth and improving people’s living standards. In the1990s,developed country has been launched the triple play, and promoted the rapiddevelopment of national information technology, provided high quality and cheapnationals diversified information services. The Chinese government has always attachedgreat importance since the triple play developed, promoted positive guidance at thepolicy level with a number of policies. Certain accomplishments have been acquiredbenefited from the promotion of governmental policy: the integration of triple play hasbeen in progress in terms of the planned schedule;54cities have already launched theoverall integration as the experimental point and a complete industrial chain is beingconstructed. The periodical fruits can be concluded as follow: the basic networkresources have been integrated; the pattern of integration is diverse; the asymmetricadmittance principle has been established; the market competitiveness ability has beendeveloped, etc. In spite of the progress achieved in the testing cities, we have not gottena breakthrough in the constrained process of integration. It can be induced as that theperformance of market mechanism is poor, the business model is not yet mature, auniform technical standard has not been confirmed, and kinds of outside reasons.However, the core problem is that the policy maker is not proficient in integration, thesupervision system exists huge obstacles, and the inner conflicts of interests amongrelevant departments. Therefore, it is critical for the successful integration of triple play in China to confirm the responsibilities of government and to insure the completefulfillment of these responsibilities.This paper made a discuss to the governmental responsibilities in triple play.Through the comprehensive review to the integrating process and the systematicanalysis of connotation of governmental responsibilities, combined with China’s actualconditions, proposed to build the system of Chinese government responsibility,including legal responsibility, social responsibility, administrative responsibility,economic responsibility and technical responsibility for the triple play. Through thecomprehensive analysis of each factor, the author proposed the practical improvements.Then take the China’s telecom industry as an example, to fully verify the feasibility ofthe system.At present, some typical problems exist in the process of triple play: convergencelegal defects, universal service system is not perfect, administrative measures interferetoo much and the foundation of technology infrastructure is so weak. These issuesreflect varying degrees of the government’s lack of responsibility, a reflection for legalresponsibility, social responsibility and administrative responsibility, economicresponsibility and technical responsibilities should be fulfilled.For the legal responsibility: firstly, it needs to develop a unified triple play law,amend antitrust laws to create network security laws and regulations. Secondly,strengthen government’s law enforcement capacity-building, reform dispute resolutionprocedures. In terms of social responsibility: firstly, legislating the regulating content ofuniversal service, to guide the body consciously implement. Secondly, improving thecoordination of interests and participation mechanisms and promoting the establishmentand improvement of intermediary organizations to push the government fulfills itsresponsibilities. For the administrative responsibilities: firstly, recombining theregulatory agencies and establishing a high-level monitoring committee. Secondly,adjusting the regulatory system and establishment for an independent regulatory body.Thirdly, optimizing the regulators powers to achieve the separation of service and network monitoring. For the economic responsibility: firstly, promoting the networkinfrastructure, fostering the rapid formation of the industrial chain. Secondly, regulatorybody set up triple play and clearing the independence and functioning of legitimacy.Thirdly, standardizing the market order to reduce the administrative intervention andbreak the monopoly of property rights to formate the multiple main competition. Lastbut one, provide financial support to ensure the fairness of supervision. For thetechnical responsibility: firstly, determining evolutionary path and national technicalstandards. Secondly, establishing technical monitoring system and information security.Thirdly, establishing the administrative supervision system with synergistic effect ofmanagement. Telecom industry as the most representative one of the triple play, thesefive aspects above fulfilled in its development, verifying the system of government’sresponsibilities’ responsibility and scientific feather.This paper extended the research on governmental responsibilities in the triple play,which provided a sound theoretic foundation for the application of the triple play inChina. It also offered some practical proposals for the progress towards integration withthe analysis of solutions to the existing problems.The author managed to innovate on the topic, framwork, content, model andmethods of this research. As for the researching topic, the shcholar in science ofadministrative mainly focused on the content, pattern, supervision organization and theaccess mechanism of the triple play. The academic field in economics made anemphasis on increasing the domestic market, establishing the industry chain, while thepeople in social science payed close attention to the practice of universal service afterthe integration. It seemed that no study was issued on the topic of governmentalresponsibilities in triple play. The governmental responisbilities in this paper wasconfined as a system which was consising of five elements: legal,social, administrative,economical and technical responsibilities. A discuss was conducted to the logicalconnection between the five elements, which was a first creation to the research on thetriple play. It tried to build up a integration model including telecom enterprises, broadcasters, terminal equipment manufacturing enterprises, users, intermediaries,governments. Despite of the application of traditional theories of public administrationand the science of law, it also employed the study on management, ecology and systemtheory, and explored the game-playing and symbiotic relationship between all parties.As an important strategy of development of China’s informationization, the tripleplay would play a great role in promotiong the development of information industry,cultural industry and public utility for quite a long time, and meanwhile, improve theinformation service level of national industry. The governmental responsibilitieswould keep adjusting to meet the requirements of integration, with the purpose ofserving for national people, economy and society, and exploring a integration progresswith Chinese characteristics.
