With the rapid development of digital technology and network technology, the telecommunications network, the broadcast television networks and the Internet network gradually converging, The three major networks is also rapidly moving toward integration。Abroad, especially developed countries have made a great development in tri-networks integration, as the supervision of the institutional and policy reasons, China was delayed in tri-networks integration work.After more than 10 years to discuss, debate, and waiting, the State Department finally issued "tri-networks integration program," on June 9,2010, the program issued, marked the official launch of our tri-networks integration work, indicates that the information industry in China will enter into a new stage of development.In China "tri-networks integration " is not a technical problem, but because of the telecommunications network, broadcast television network and the Internet business of carrying their own characteristics and different requirements,in a long time, China's telecommunications and broadcasting watershed and rule, no doubt, policy issues is the key to tri-networks integration, how to break the policy barriers, the development of relevant legal norms is the tri-networks integration the key issues facing the work.In view of this,this article would reviewing the tri-networks integration process of overseas, Combining the present policy of tri-networks integration and legal norms of a series of problems are analyzed, and reform some proposals our future work in tri-networks integration of supervision mechanism and legislativeThis article is divided into five chapters, the first chapter introduces the background for the tri-networks integration, analysis of the basic concepts, background and significance;the second chapter describes the development of the tri-networks integration of overseas, introduce briefly the development of developed countries, as United States and United Kingdom。in.
