Since the establishment of Ningbo economic and technological development zone -the earliest one in Zhejiang Province approved by the State Council in 1984, especially after the proposal of " industrial zones of characteristics" in 1998, the enthusiasm of building industrial zones ran high in all parts of the province. Industrial zone building has already become the catch hands to accelerate advanced manufacture base and, the important carriers of the industrialization, urbanization, the image project developed in area, the important platform of system innovation, the important base for foreign capitals shift and an important way for the settlement of surplus rural labor force. But the manufacturing zone economy is now at its critical, like a big tree that has already formed the backbone, and it will face the harsh competition storm while continuously growing up.
