The Military Soft Power To Fighting Capacity To Generate Internal Mechanism Research

Since21st century, Revolution in Military Affairs (RMA) has been moving forward profoundly in and outside China. The fast development of high and new technology has been pushing all the factors of war to the edge of innovation, which expands the connotation of combat capacity generating elements. Therefore, to quicken the change in combat capacity generation and to develop the military soft power embedded in the constituting elements of combat capacity, concerns PLA’s new-type combat capacity generation as a whole, and has been regarded as an important and urgent strategic task, i.e. to speed up RMA with Chinese characteristics and to promote PLA’s infomationization.This essay combines closely the advanced theories on the study of modern military science and based on the specific needs under realistic circumstances, examines on strategic level the transformation of military soft power into combat capacity. This essay is guided by the latest results of Marxism military theory(namely, the Communist Party of China Military Guidance Theory) and Hu Jintao’s thoughts of building PLA’s combat capacity, and absorbed domestic and foreign theories on the transformation of military soft power into combat capacity.On the basis of defining the connotation, essence and basic contents of military soft power, this essay analyses systematically and scientifically the constituting elements, functions, and rules of evolution of military soft power, and gives the clear relationship among the transforming elements of military soft power into combat capacity as well. From the historical and logical perspective, this essay also looks back the process of military soft power generation from cold steel, hot weapon, and mechanization to information age, analyzing its inner constructions, functions, characteristics and the dialectical relationship between soft power and hard power, revealing the inherent law and logic starting point, deeply studying the mechanism of the transformation. Based on a deep analysis of the favorable conditions and unfavorable factors, in the transformation the essay suggests the unity of soft strength and hard strength, of traditional inheritance and innovation, of national nature and world view, and it also suggests a thorough inflow of military soft power into all military fields, in order to achieve the quality improvement in all the constituting elements of soft power, and structure optimization as well. Zn this way, PLA can generate cohesion, encouraging force, culture force, integration, innovation and disintegrating force, as a result, PLA’s combat capacity will be greatly improved.The transformation of military soft power into combat capacity is a complex system engineering, which involves all aspects and many other factors. If any link, any element goes wrong, it will be sure to have bad effects on the combat capacity generation and model transformation. Because of this, this study analyzes the intrinsic correlation of the military soft power elements, builds the hierarchy structure model, makes clear the relationship and interaction between each element, points out the best combination point and the core point of elements, and puts forward the best building model of military soft power. By using the quantitative analysis method, the model analysis results are checked. Finally, only by focusing on the rules and needs of combat capacity generation, taking scientific approach to build military soft power, grasping the core of build, and stressing the key steps, can we meet the requirements of RMA with Chinese characteristics, and carry out the transformation of combat capacity generation.
