The Learning Party is a kind of innovative thinking and good at partyorganizations to cultivate and enhance the ability of members. Continuing to promotethe Marxist learning party building is from the party’s endless development andendless learning. A successful experience of the career development of both insideand outside the party is that The Communist Party of China has always attached greatimportance to learning, good at learning, willing to learn. Especially a major turningpoint in the Party in organizational learning movement can achieve socialdevelopment and progress. At present, the reform and opening up in the crucial period,an endless stream of new situations and problems of social development. If TheCommunist Party of China can not consciously involve in learning, increasing thestock of knowledge could not keep up with the development of the situation and eventhe loss of political power. Building a learning party is the fundamental issues toenhance the scientific level of party building and is the focus of creating a learning,service-oriented, innovative Marxist ruling party.In the long-term because of the party-depth study The Communist Party ofChina form the unique theoretical advantages. In accordance with the requirements ofbuilding a Marxist learning party, members of the party organizations need to studyand master Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory,"ThreeRepresents" important thought and the scientific concept of development. At the sametime they need to consciously use the scientific theory to guide the transformation ofthe objective world and the subjective world, to expand the knowledge of learningscience, education and other fields for improving the level of professionalism of themembers of the organization, and enhancing the scientific, systematic, predictable,and creative. A new era of cultural development and prosperity, building a Marxistparty learning is to enhance the Party’s governance capability and capacity of resistcorruption, in order to fully enhance the scientific level of the objective requirementsof party building, to adapt to the new era to enhance self-communists purification,innovation, and improve the ability of an urgent requirement. Also building a Marxistparty learning is the fundamental act of the strong core of leadership of the building alearning, service-oriented, innovative Marxist ruling party.This article includes introduction, body and conclusion of three parts. The basic content is as follows:The Introduction section focuses explain the origin of Marxist learning partybuilding research, discusses Research, research methods, research innovation andother aspects.The first departure from the concept of induction of Marxist party learning,Creatively pointed out that the basic connotation of learning political parties: Specificclass of advanced to reach a certain goal, to achieve social continuing to thedevelopment of a shared vision to develop new thinking and new ideas to enhance thenew capabilities as the basic requirements, as the main content and practice ininnovative learning mode gradually promote the body remodels political organization.Analysis of the defining of the Marxist party and the learning new thinking featuresand advanced culture mechanism. Marxist learning party need to have a new mind,the overall thinking ability, creativity and apply what they learn thinking particular.Also need to promote the socialist cultural development and prosperity. TheCommunist Party of China should give full play to the unique advantages of thelearning culture of political parties.The second chapter is a review and summary of history. Analyzing andsummarizing three important period of the Chinese Communists on the study andpractice of the unremitting exploration: analysis of the Communist Party fromlearning "new culture"; analysis of the Chinese characteristics revolutionary roadopened from learning to create; analysis of the learning of Yan’an period for thevictory of the revolution; analysis of the China’s socialist construction began in thenew study and the twists and turns from unrealistic learning; analysis of themodernization turning point in re-learning and achievement in innovation andlearning.Chapter III uses the principles and methods of “at all times and in all over theworld” to the building of Marxist party learning. The first method is criticallyinheritance and innovation of traditional Chinese political culture.The second methodis that China can learn from the advanced Western political parties and create thebeneficial achievements of political civilization.At the same time can refer to thepractice of “The Fifth Discipline”.Finally establishing innovative method adhere tonational, scientific and popular socialist new culture and to rich new cultural contentof the socialist core values to promote the Marxist learning party building. The fourth chapter is to promote the practice of the path of Marxist learningparty building ideas and explore the key elements. This section is to illustrate thethree perspectives: the first analysis of its internal requirements (needing to have anopen vision of the world, scientific theories, knowledge, able to grasp the spirit of thelaw, innovative, given the advanced cultural literacy and strengthen the sense ofserving the people); following by analysis of the strategic objectives (improving themoral quality, increasing IQ, Promoting the development of career); At last the majoranalyzing for the path. Setting up new learning concept is the focal point to improvelearning. Further enhancing cadre’s learning practice is general requirements. Tocontinue building a learning party organization is basic component. It is necessary topromote the construction of “two-way” interactive learning society and learning party.The fifth chapter is to build a Marxist party learning dynamic mechanism ofexploration and analysis of innovative learning. Building a learning party consists ofinternal driving force and external driving force. The internal driving force containscrisis mechanism, consciously mechanism, evaluation and feedback mechanism, thelong-term working mechanism.The external driving force contains pressuremechanism, mass media mechanism, non-party supervision mechanisms andconstruction of cultural power-oriented mechanism. Finally, exploring the content oflearning and innovation, need to further change the attitude towards learning, continueto promote ways and means of learning innovation and adhere to the innovation oflearning carrier.Conclusion pointed out that learning is the ladder of human progress and thenecessary condition for understanding and transforming the world. Learning from theinnovative use of the learning organization theory is wise and is injected more healthfresh blood. Studying learning party building is the exploration of the new practice,also is the exploration of the Chinese Communists to achieve their own breakthroughsand organizational innovation.
