Learning The Rural Grass-roots Party Organizations In Problems And Countermeasures

The fourth plenary session of the Seventeenth CPC Central Committee pointed out that we must be armed with scientific theories, have a global vision, skillfully grasp the laws and be innovative in order to firmly and well build a Marxist party as a major and urgent strategic task." Promoting the building of rural grassroots learning-oriented organizations rural grassroots party organizations is a basic project of building Marxist learning-oriented political parties. Also it is the urgent requirements of enhancing the party's ability to govern in the rural areas and administrative position and maintaining and developing part's progressiveness. Being the party's tissue cells, the rural grass-roots party organizations are fight fortress of implementing the party's various rural tasks and policies. Therefore, it has an important practical significance for the construction of Marxist political parties and learning society through improving learning initiative of the rural grassroots party members, promoting lifelong learning and party members to re-learn, and then building grass-roots party organizations. Now, building learning-oriented party organizations in rural areas is still in the exploratory stage, although certain achievements have been got. However, because of the economic transformation of rural society, the imperfect internal structure of party organizations and the system and the inadequate learning and knowledge of party members, rural the process of building grass-roots party organizations, there appear many problems, such as party members'poor awareness of building learning-oriented party organizations relatively backward learning the concept, poor learning content, lack of personnel support and lack of a certain intensity in construction investment and system improvement. These problems have hindered the building process of grass-roots party organizations, and seriously affected the implementation.Based on analyzing the problems and reasons of building party organizations in rural areas, this paper proposes some paths to build grass-roots party organizations in terms of rural socio-economic conditions and internal and external conditions of party organizations. First, the majority of party members and cadres should learn to update learning concept and improve learning cognition. Second, the learning ability of party members should be strengthened and learning effectiveness improved. Third, we should improve the learning environment of party members, offer good learning conditions, do well in public mobilization and strengthen organizational leadership and expand learning content. We should improve the system of grass-roots party organizations through building a sound system of leaders, encouragement and training. Finally, we should continue to strengthen the building of rural grassroots party work. The work should be combined with "A Good" campaign. We should also fully mobilize the enthusiasm of party members and cadres to participate and speed up the process of party building. The rural grass-roots party building is a long-term project. We should give full play of the enthusiasm of party members and cadres, make efforts to practice and practically promote the building of learning political party under the great banner of theoretical guidance of Marxism and the theory of building socialism with Chinese characteristics.
