In china, along with the advancement ofscientization of state politics and democratization of state institution, theclass structure of civil servants in the government agencies is increasinglyoptimized day by day and more mature in all levels. The civil servantclass is gradually formed in developing and perfecting the institution andstructure of civil servants.Civil servant class is at the core status among the social classes of alllevels, possessing the natural privilege of political resources, includingthe administrative classes of the state and society. Civil servants arealways catching the attention of the society for their job features, socialbenefits and the aggravated social differentiation in recent years. Theresult of the analysis of social stratification is an important indicator for the investigation of the structure of social stratification and the socialdevelopment trend. The special analysis towards the administrative classof the state and society is a necessity of constructing a mature structure ofsocial stratification and enhancing the reform of political system and theharmonious society construction.This thesis sorts out and rearranges materials of the developmentprocess and state of civil servant class since the reform and opening up,and analyzes the problems existing in the development of civil servantclass. This thesis mainly includes the following viewpoints:The first point is that at the present time, the civil servant class hasdeveloped into a comparatively integrated class.The second point is that the development of civil servant classhasn’t come into its perfection stage but still with many problems, such asexisting bureaucratic thoughts, not rather reasonable and healthy classstructure, across-class barrier and quite blocked tunnel of the interactionbetween classes.The third point is that the positive operation of the civil servantclass relies on the form of mature and transparent civil servant institution.In China, owing to the traditional feudal autocracy for thousands of years,and the congenital deficiency of the capitalism, the development of civilservant class has different characteristics from those of the westerndeveloped countries. We can’t deny the tremendous progress in the development of civil servant class and institution since the reform andopening up, and lose the confidence in cultivating a mature state andsocial administrative class just for the existing development gap betweenthe developed countries and our country.This thesis is divided into six sections.The section of introduction is to introduce the background ofselecting the topic, and analyze the theoretical and practical significanceof the study of civil servant class. Meanwhile, this thesis also introducesthe research achievements, features and lack of many researchers’ studieson this topic, and explains the research methodology and thinking,innovation points and lack.Chapter1reviews the development process of civil servant in Chinasince the reform and opening up. The civil servant class was formedunder the comprehensive influences of deepening market economy,reforming the government agencies, all-round social transformation andthe opening up and so on. The development process of civil servant classin China has gone through the preparation of civil servant institution, thecarrying out of the interim regulations on state civil servants, theenactment of The civil servant law of the People’s Republic of China,which demonstrate that the development of civil servant class has beenunder a relatively standard legal basis. Civil servant class has beenthrough these internal factors, and has been gradually getting over political shackles, and expanding quickly in numbers, developing in goodorder.Chapter two elaborates on the present condition of civil servantdevelopment, analyzing four parts of contents, namely, the internalstructure, role definition, professionalism and the social status. As to theinternal structure, the social composition of civil servants, powerhierarchy, income stratification, educational stratification andconsciousness of stratification are to be analyzed. Civil servants possessesRelatively higher economic status, privileged political status andbetter cultural resources, but it is controversial and disputed as to how thesociety thinks of civil servants. There exists a gap between self roledefinition and social role definition. It is apparent that the degree ofprofessionalism is raised, and that professional qualification andinstitution setting are more specialized and that civil servants arebecoming younger in average age and better educated than before.Chapter three analyzes the primary problem and its influence of thedevelopment of civil servant in China. The present major problems are asfollows: not clear scope of professionalism, not high educated specialtechnique, relatively rigid internal structure, rather serious closed system,rampant power rent-seeking and so on. The above problems cause manyharmful social influences, such as deteriorating the government publicservice, damaging the government credibility, exacerbating social unfairness and breeding social risk.Chapter four thoroughly analyzes the main causes of problems in thedevelopment of civil servants, which are analyzed from the four parts asfollows: self-deficiency of civil servant laws and regulations, theconvenience to expand and misuse power offered by government-orientedreform, bureaucratic thoughts and the existing role and status barrier.On basis of the analysis of the above problems and causes, chapterfive manages to clarify the thoughts of sound progress of development ofcivil servants. This thesis analyzes the setting up of supervisorymechanism, the clarity of work scope, the unblocked flow mechanism,the firm grasp of faith constraints.
