With the development and prosperity of socialist culture, there are more andmore new developing chances of Ideological and Political Education. The culturalnature of Ideological and Political Education appears gradually. The Cult-urologicalparadigm has been a research focus. This paper purposes to improve cultural content,promote the reform and innovation and raise the scientific level of Ideological andPolitical Education by studying the cultural penetration of Ideological and PoliticalEducation.The objective basis of the cultural penetration of Ideological and PoliticalEducation incudes the relevance of subjects and objects, the consistency of targets, theintersection of content, the reference of methods and the similarity of function. Theresearch is propitious to improve the ideological, ethical, scientific and culturalqualities, to promote the reform and innovation of Ideological and Political Education,the large development and prosperity of socialist culture and the well-rounddevelopment of economy and society.The countries all of the world have accumulated abundant experiences in thecultural penetration of Ideological and Political Education. There were practicalactivities and experience on the moral education from culture in Western Europe,America, Singapore and other countries. They paid great attention to the citizens’political education, the dissemination of main culture, the national spirit education,the inheritance and reality of educational content, the comprehensiveness andpermeability of educational methods and the actions of cultural carriers. Theindoctrinations of the Chinese traditional culture included holism, patriotism, ethos,ideal personality, mental realm, philosophy of life, benevolence, loyalty, forgiveness,valuing justice above profits, and so on. The Chinese traditional indoctrinations paidattention to the paramountcy of moral education, the subjective consciousness andmoral practice, the unity of emotion and rationality, the harmonious and moderation,the educations for all people without discrimination, the educations according to thestudent’s ability and the exemplary roles of activities. These content and methodsplayed an important role in the traditional and modern societies.The Chinese Communist Party attached great importance to Ideological andPolitical Education and cultural work all the time and insisted on cultural education. These ideas were mainly embodied in the cultural education of New Democracy andsocialism with Chinese characteristics. It needs to uphold the guidance of Marxismand the leadership of the Party.It needs to adapt Marxism to China’s conditions inkeeping up with the times and increase its appeal to the people. It needs to uphold ascientific attitude.The cultural penetration of Ideological and Political Education has been affectedby a variety of factors. The difficulties in the process include subjective factors andobjective factors. The subjective factors include the need of social developments, theexpectations of the material and cultural standards of living, educational level, civilqualities and the irrational factors. The objective factors include geographicalconditions, economic factors, political factors, international factors and technologicalfactors. There are many reasons in the difficulties of cultural penetration. Themisunderstandings of Ideological and Political Education include pan-politicizing,pan-living and isolating. The misunderstandings of the relationships betweenIdeological and Political Education and cultural construction include substitutabletheory, negative theory, difficult theory and busy theory. The thought is more andmore opening. The living styles are more diverse. The ideas of benefit are highlighted.The ideals and beliefs are loose. The cultural developing topics are changed fromrevolution to construction, from leadership to service-oriented, from closing toopening. There are many puzzles in value selection with the long-term existence andincreasing development of multiculturalism. The cultural industries develop slowly.The cultural productions are short. The cultural trade deficit is serious. The culturalsecurity situation is grim. The developments of internet cultures have led to theconfliction of values, the mistakes of thoughts and practices, the indifference ofrelationships.It needs to seek a breakthrough from the aspects of principles, content, methods,systems and mechanisms. In the aspect of philosophy, it needs to clear the objectives,degrees and products of cultural penetration, to enhance the awareness of culturalpenetration, to identify the breakthrough of cultural penetration. The principlesinclude directivity, systematicness, subjectivity, novelty and complementarypenetration,etc. In the aspect of content, it needs to study the socialism with Chinesecharacteristics and core socialist values, to develop the advanced, popular and opencultures of socialism with Chinese characteristics, to make spiritual products with the developments of cultural programs and the cultural industries. In the aspect ofmethods, it needs to insist on combining direct integration and indirect integration, tocreate great cultural environment, to promote the innovation of culture carriers, totake full advantages of modern information technologies, cultural activities andcultural facilities and to develop new cultural ways actively. In the aspect of systemsand mechanisms, it needs to establish and improve the leading system and workingmechanism which are benefit to cultural penetration, to establish and improve theinteractive and synchronous development mechanism between Ideological andPolitical Education and cultural construction, to establish and improve the dynamicmechanism, the feedback and evaluation mechanism, the guarantee mechanisms oforganization, staff, funding and system.
