As a special kind of human practices in social life, Ideological and Political Education serves multiple functions, such as showing concern for human kind, giving instructions to them, shaping them and encouraging them and so on. It is a major way of guiding and enriching people’s spiritual world. Ideological and Political Education is both a political and cultural act. From the perspective of its political attribute, it is a social political phenomenon and it establishes its educational goals according to the needs of politics. From the perspective of its cultural attribute, it is a spiritual cultural phenomenon, which achieves social political ends of a certain class through culturing. Along the tracks of one’s growth, his political ideology is also in a constantly changing state. The factors behind these changes are numerous, both daily and non-daily ones. Ideological and Political Education is unique to a certain times setting in the development of a society, with its existence, transformation and innovation predetermined by the changes in economy, politics, culture that are specific to the times. The situation for China’s social development is to, domestically speed up developing social market economy, and internationally, to participate in globalization in an active way. It is no exaggeration to conclude that all the problems encountered in China’s Ideological and Political Education are dealt with under such condition and all the obstacles ahead is closely related to these two matters. In view of historical background that present Ideological and Political Education is in, to promote comprehensive reform and opening up and to realize socialist modernization with Chinese characteristics has become a major feature in this era. New era and new environment continuously reinforce the impacts and restraints that are brought by the realization of the value and function of Ideological and Political Education system. The practice and innovation of Ideological and Political Education should be oriented towards the real problems encountered in the on-going process of our country’s reform, opening-up and modernization and it also should be focused on what we are doing, with an accurate starting point and working point. Think according to the situations, act in response to the situations and do along with the situations.Within this thesis, Ideological and Political Education environment is defines as the collection of all the external factors that affect the activities concerning Ideological and Political Education. From epistemological and communicational perspective, information is a reflection and presentation of human’s spiritual creation through certain media. Ideological and Political Education information refers to all the information that is utilized, transmitted, exchanged and created by the subjects, which exerts some influence on both people’s Ideological and Political Education activities and the formation of people’s moral character. Ideological and Political Education environment serves as a material foundation for human’s moral character formation and political socialization. Against the background of market economy and globalization, people’s subject awareness has been being reinforced, and political socialization has been going mature. In an era of information, people are surrounded by all kinds of information, getting knowledge and information and having their own view on the world around them. Information has an absolute influence on people’s attitudes towards life and their choices. For the purpose of improving Ideological and Political Education’s being targeted and effective and realizing the value of Ideological and Political Education, it is more than necessary to grasp precisely the direction and tendency of Ideological and Political Education in new times and know clearly the factors and main problems that affect the efficiency of Ideological and Political Education. A further research should be conducted with a systematical, holistic and harmonious idea, set in the overall social background where minor units of Ideological and Political Education exist (schools, factories, villages, communities, etc.). Attention should be paid to the construction of Ideological and Political Education institutions and their operation, and attention is also paid to people’s quality in its overall existence, improvement and development, extending and penetrating Ideological and Political Education in every domain, every aspect and every level of people’s life.The study on the environmental penetration of Ideological and Political Education is put forward on the basis of the past research achievement in the field of Ideological and Political Education environment and against today’s background. Ideological and Political Education environment emphasizes penetration. Within the Ideological and Political Education environment, Ideological and Political Education information helps to guide people to get to know, take in and recognize certain mainstream values, moral standards and behavior codes through retrieving, transmitting, transformation, storing and feedback and other processes. In addition, it enhances the balanced development of people’s knowledge, affects, senses and actions and social spiritual production activities concerning autonomous construction of moral character. This thesis is a study on the penetration of positive Ideological and Political Education information in the environment of Ideological and Political Education. The penetration is supposed to spread the information of Ideological and Political Education in multiple and informal ways and to be aimed at numerous targets, in an active and open model. The efficiency of this penetration is to be reinforced to make more people feel involved and influence people in a gradual way. A construct of individual’s spiritual world is formed in people’s mind. The environment of Ideological and Political Education serves as a "spiritual talker" to both society and human-being, thus to achieve the goals of Ideological and Political Education.From the perspectives of system, information, communication, culture and so on, this study is carried out on the penetration of Ideological and Political Education in a comprehensive, systematic and innovative manner. Based on the fundamental principles of Ideological and Political Education and research findings in system theory, information theory and communication theory, this thesis presents an academic definition of the concept "penetration" in Ideological and Political Education, focuses on the origins of the theoretical foundations and idea resources of the penetration of Ideological and Political Education, and analyzes especially the main content, methods, structures and functions of Ideological and Political Education penetration in a comprehensive way, trying to construct a comparatively complete penetration system for Ideological and Political Education environment and thus to come up with some possible methods for putting into practice the penetration of Ideological and Political Education.This thesis is divided into seven parts to give a whole.picture of the central topic, namely, the construction of the penetration system of Ideological and Political Education.Introduction:In view of the contemporary background of China, the author makes an analysis of the prominent problems brought by the effectiveness of Ideological and Political Education and states the reason why the author has chosen this topic. The thesis reviews the general situation of present research, points out the problems to be dealt with under this situation in the field of penetration research of Ideological and Political Education, and talks about the research thoughts, methods and major innovation points. Part One:This part puts forward the definition of the concept of environmental penetration of Ideological and Political Education and its research value, which is a logical starting point for the entire thesis. According to Marx’s historical materialism, social being determines social consciousness, and "it is human who creates environment, and is re-created by the environment at the same time". With these two theoretical foundations, the author gives a definition for environmental penetration of Ideological and Political Education from the perspective of ideological and political pedagogy, system theory and information theory. Within the environment of Ideological and Political Education, Ideological and Political Education information helps to guide people to get to know, take in and recognize certain mainstream values, moral standards and behavior codes through retrieving, transmitting, transformation, storing and feedback and other processes. In addition, it enhances the balanced development of people’s knowledge, affects, senses and actions and social spiritual production activities concerning autonomous construction of moral character. Based on this definition, the authors points out that the value of doing research on the environmental penetration of Ideological and Political Education lies in enhancing the infectious power of Ideological and Political Education, realizing Ideological and Political Education’s socialization, and increasing the function and values Ideological and Political Education.Part Two:This part is mainly about the theoretical foundations and idea resources of environmental penetration of Ideological and Political Education, which also serves as the theoretical foundation for this thesis. This thesis uses the theoretical instruments drawn from the related disciplines, such as system theory, information theory and communication theory to do some correlation research. It explores profoundly and systematically the related theoretical research concerning environmental penetration of Ideological and Political Education done by classical Marxist thinkers, such as Marx, Engels, Lenin, Stalin, etc. And it also gives a detailed description of these theories, its historical background, main contents and characteristics. The ideas of those classical Marxist writers which are related to the environmental penetration of Ideological and Political Education are as follows:"Social being determines social consciousness";"It is human who creates environment, and is re-created by the environment at the same time";"The changes of environment is in accordance with human behavior, which can only be seen and legitimately understood as a practice of revolution". There are more original ideas concerning the environmental function of Ideological and Political Education and environmental penetration. Mainly represented by "Mao Zedong, Deng Xiaoping, Jiang Zemin, Hu Jintao and Xi Jinping", the communists have been developing Marxist idea of environmental penetration:"External factors are conditions for changes, and internal reasons are the basis for these changes";"Three orientations";"Major and Minor environments";" To equip people with scientific theories, to guide people with right media, to shape people with supreme spirit, to encourage people with outstanding works";"Be close to reality, to life, to college students" and so on. This thesis is written with theoretical foundation including important ideas from both Marxist writers and the communists, concerning the theory of environmental penetration of Ideological and Political Education. This thesis also gives a detailed description of significant idea resources regarding environmental penetration of Ideological and Political Education both at home and abroad, and it makes analysis and straightens out these theoretical foundations and idea resources, which is conductive to research in the construction, the penetration mechanism and implementation methods of environmental penetration of Ideological and Political EducationPart Three:This part is concerned with the main contents, manners and characteristics of environmental penetration, a brief theoretical review of environmental penetration of Ideological and Political Education. This thesis takes accounts of globalization and the communications and interactions between different ideologies and cultures, emphasizing the guiding function of formation, solidification and practice of Socialist Core Values. The conflicts and competitions among core values is a key problem for Ideological and Political Education. Environmental penetration of Ideological and Political Education is oriented towards core values, moral qualities, and behavior codes. It mainly contains socialist core value systems, and the further-processed educational information system which is based on the core value systems. According to social being of people’s practices, the manners of environmental penetration of Ideological and Political Education have been put forward regarding two basic aspect of life:daily life and non-daily life. Daily life activities are the most prevalent and direct ways of social being, which is penetrated through daily consumption acts in clothing, food, houses and transportation, communication acts between people and daily life philosophy and its manners. Characterized with reason, non-daily life is penetrated via economic, political, cultural and social life. By means of analyzing the manners of environmental penetration of Ideological and Political Education, the authors indicate that environmental penetration is guiding, invisible, integrative and reinforcing.Part Four:This part gives logical analysis of the structure and functions of environmental penetration of Ideological and Political Education. Structures refer to the related manners in which the basic elements of environmental penetration of Ideological and Political Education interact with each other, and also it refers to a comparatively stable working model. In view of its contents’influence and the status and form information takes in environmental penetration, this structures can be divided into two levels, that is, positive and negative environmental penetration; active and passive environmental penetration; dominant and recessive environmental penetration. An indivisible integration of environmental penetration is constructed on the basis of clear-organized and stabilized subject and information content, revealing their mutually related and constrained relationship.Function comes as a product of achieving the system’s goals. Among its various and numerous functions, the thesis focuses on analyzing the guiding function, cohesive function, encouraging function, demonstration function and developmental function that help people to direct and adjust their life.Part Five:It presents an objective analysis of problems existing in environmental penetration of Ideological and Political Education, which is quite necessary for practical reasons. For the time being, there exist three major problems in environmental penetration of Ideological and Political Education; a lack of real life presentation in terms of its content, a lack of systematized system in terms of its form and failure in getting the desired results. From the perspective of identity crisis of Ideological and Political Education, lack of humanism and lack of humanities, the author makes a deeper analysis of the causes of the problems in environmental penetration of Ideological and Political Education.Part Six:It elaborates on the principles behind environmental penetration of Ideological and Political Education, and concrete methods to implements it, which is the central problem for environmental penetration of Ideological and Political Education. Principles are the active reflection of people’s knowledge toward objective reality. The principles behind environmental penetration of Ideological and Political Education run throughout the whole process of environmental penetration. These principles provide some basis for choosing particular approaches to implementing environmental penetration, put forward some elemental demands to be obeyed during the penetration, and function directly as to guide the practice of environmental penetration of Ideological and Political Education. This thesis follows the principles of gradual improvement, imperceptible influences, guiding action accordingly, freedom of choice and sustainable development.Furthermore, centering on core values system, moral standards and code behaviors, the author comes up with possible approaches to implementing environmental penetration of Ideological and Political Education form three different aspects, moral instructions, public opinion and cultural support. Oriented towards Socialist Core Value Systems, guiding the direction of environmental penetration ensures that core values system can be socialized and realized in real life and makes the theories more practical. With the help of mass media and governmental instructions, a better atmosphere can be created for public opinion, and positive influenced can be passed on through environmental penetration. Outstanding traditional Chinese culture should be passed on and mass culture need to be made full use of. People need to be committed to making cultural products with Chinese features and enriching different culture forms in environmental penetration.
