Grass-roots Party Construction Innovation Research Frontier Ethnic Regions

The basic level organization of the party is the foundation of all work and combat effectiveness of the party. It is the battle fortress to unite and lead the masses to carry out the party’s principles, policies and tasks. The construction of the basic level organization is an important part of the work of the party. Implementation of the requirement of the18th National Congress of the CPC, it puts forward "to comprehensively improve the scientific level of Party building" and "innovative grass-roots party construction work and laying foundation of the ruling party" must be enhanced. The study on the innovation of the grass-roots party construction is not only the important content of the socialist party system with Chinese characteristics but also the realistic problem to comprehensively improve the scientific level of party construction.The frontier minority area due to its special nature of the historical tradition and practical development bears a special mission and effects as a battle fort in the grass-roots party organizations in uniting and leading people of all ethnic groups to accelerate development, promote harmony, oppose splitting and maintaining stability work. Yunnan Chuxiong Yi Autonomous Prefecture is located in the southwest of china, there live the Yi, Miao, Dai, Bai, Hui, Hani, Lisu and other26ethnic minorities. It is one of two national Yi Autonomous Prefectures with border areas, mountains, ethnic groups, underdeveloped all in one and also a typical area for the study of the grass-roots party building in the frontier minority area. The Study of the grass-roots party construction in Yunnan Yi Autonomous Prefecture of Chuxiong does not only enrich the theory of socialism with Chinese characteristics on party construction but also provide the practical guidance for the grass-roots party construction and innovation. It also provides reference for the grass-roots party construction for other ethnic minority border areas in order to promote the scientific development, leaping development and harmonious development in the frontier minority areas to realize the implementation of synchronized with the national comprehensive well-off society. This paper relates closely the theory of the construction of the socialism with Chinese characteristics and the grass-roots party construction practice in Yunnan Chuxiong Yi Autonomous Prefecture. Using the method of social survey science; collecting carefully a variety of documents and data on the grass-roots party construction work of Chuxiong Yi Autonomous Prefecture in recent years; making an extensive and in-depth investigation of the actual situations in a number of grass-roots party organization construction in Chuxiong Yi Autonomous Prefecture, it focuses on the discussion and questionnaire survey on the outstanding achievements, the existing problems and shortcomings of the grass-roots party construction work so to grasp the basic situations of the local grass-roots party organizations and special problems. Through the investigation and research, it summarizes the outstanding achievements and the highlights of the grass-roots party construction work. It has new valuable experience and analyzes the existing problems and shortcomings with the countermeasures to solve the contradictions and problems. The research puts forward the new innovative ideas and points of view on the grass-roots party construction work in the border and minority areas according to specific conditions of construction on grass-roots party organizations in the border areas. It demonstrates the theoretical analysis and the multiple perspectives.This paper contains ten chapters besides the introduction. It is divided into three levels on the demonstration and research of the innovation of Party construction work of grass-roots in the frontier ethnic areas. The three levels are logical closely related. The first level is the theory, the second level is the empirical analysis, the third level is the experience summary and work innovation. The first and second chapters make the first level, based and guided by the theoretical system of Marxism, Mao Zedong Thought and socialism with Chinese characteristics as the Party Building Theory. It makes a systemic carding and generalizing the formation of the scientific theory in more than90years construction of the grass-roots party organization of our party. It gives further understanding of the grass-roots work and the experience of Party construction. It proposes especially the theoretical argument about the innovation on the grass-roots party construction according to the update requirement of the18th National Congress of the CPC to comprehensively improve the scientific level of Party building combined with the actual grass-roots party construction work in ethnic frontier regions. The third and fourth chapters make the second level. It outlines the status of the grass-roots party construction work and analyzes the special problems and reasons of the grass-roots party construction work in the frontier, mountainous, ethnic, underdeveloped areas based on investigation and analysis of the questionnaires on the Yunnan Yi Autonomous Prefecture of Chuxiong. The fifth, sixth, seventh, eighth, ninth and tenth chapters make the third level. Based on the typical cases, it sums up systematically the valuable experiences of the grass-roots party construction work in the border minority areas of Chuxiong Yi Autonomous Prefecture and puts forward the ideas and perspectives for the further innovation and development.The new perspectives of this paper are that:First is the research content. The paper focuses on the18th National Congress of the CPC on improving the scientific level of Party building in the new theory and requirement, according to the concrete practice in Yunnan Yi Autonomous Prefecture of Chuxiong which is a typical and special case in the frontier region on the grass-roots party construction work with the Chinese characteristic socialist theory of Party building, rules, experience to guide the practice in the Yi Autonomous Prefecture of Chuxiong. It lifts the special problems and typical experience of the grass-roots party building in Chuxiong Yi Autonomous Prefecture into theory through the investigation and research. It has further enriched the theory and practice of primary party building innovation in the border and minority areas. Second is the research viewpoint. It studies systematically and puts forward speeding up the comprehensive well-off society as the theme of innovative grass-roots party building in the frontier minority areas, the optimization of organizational structure as the means for the innovation of grass-roots party building, the national unity progress as the construction of national innovative grass-roots party building, party members and cadres as the key innovative grass-roots party building, the excellent national culture for the condensation as the spirit of innovation in the grass-roots party construction, improving people’s livelihood as the core of innovation of the grass-roots party construction. Third is the research method. It explores the innovation experiences and ideas on the grass-roots party construction in the border and minority areas based on the theoretical system of socialism with Chinese characteristics and the method of comprehensive use of political science, ethnology and other disciplines, large number of field survey, questionnaire, case analysis based on the analysis, using the basic theory of Party building, the rules, experience, combined with the construction work practice, experience and ideas in Yunnan Chuxiong Yi Autonomous Prefecture. The research of this paper has expanded and deepened the empirical studies on the socialist political party system with Chinese characteristics. It makes a systematical exploration on the combination of theory and practice according to the18th National Congress of the CPC to comprehensively improve the scientific level of the grass-roots party construction in the frontier minority areas.
