A Study On The Dilemma And Countermeasures Of Rural Revitalization Guided By Party Building At Grass-Roots Level In Xiangxi

The report of the 19 th CPC National Congress puts forward the implementation of the strategy of rural revitalization and the promotion of the rule of law and modernization of rural governance.Rural revitalization has become a hot topic widely concerned by academic circles.There is no doubt that rural grass-roots party organizations play a vital role in realizing rural revitalization.However,there are many achievements in the independent research of grass-roots party building and rural revitalization,but the combination of the two is rarely involved,and the conclusion of the results completely fails to grasp the root of the problem.Therefore,without rural revitalization to talk about grass-roots party building,neglecting the fundamental task of grass-roots party building,while without grass-roots party building to talk about rural revitalization,we ignore the fundamental guarantee of rural revitalization.Therefore,the research on the rural revitalization led by grass-roots party building is an important task and an important topic.Based on Marxist theory,using literature research method,case study method,in-depth interview method,taking Xiangxi rural grass-roots party organizations leading rural revitalization as the object of study,through the Xiangxi rural party committee organization department,The village committee and other staff conducted interviews,and through field research and visits to understand the difficulties of rural grass-roots party building in western Hunan in leading the rural revitalization and development of the countryside,It is mainly faced with the difficulties of carrying out the "five development ideas" to lead the rural revitalization,the poor effect of cultivating the "four have" farmers,the weak ability of the governance pattern of "three governance and coordination",and so on.The fundamental reason is that some rural grass-roots party organizations lack the core role of leading rural revitalization,the organizational function is not strong,and the overall quality of party members is on the low side.Based on the background of implementing the strategy of rural revitalization,combined with the actual situation of Xiangxi County,following the basic ideas and principles of grass-roots party building leading rural revitalization,this paper puts forward some concrete measures for rural revitalization led by rural grassroots party building in Xiangxi,mainly from the training of backbone teams.Perfecting the system construction and innovating the main methods to effectively solve the difficulties facedin the process of rural revitalization led by grass-roots party building,and laid a good theoretical foundation for promoting the strategy of rural revitalization in an all-round way.It can provide help and guidance for Xiangxi rural grass-roots party building to lead the development of rural revitalization,and has certain replicable and popularizing value.
