ABSTRACT:The orderly operation of society is inseparable from the scientific management. Key management is the ruling party for understanding and innovation of the social management. Foreign long-term ruling Marx’s ruling party is the Communist Party of Vietnam, Korea Labor Party, the Lao People’s revolutionary party, the Communist Party of Cuba. The parties are facing the same with our party’s international environmental, economic and social problems and the mission. This paper attempts to social management idea and practice of four parties, drawing lessons from them, for our party to strengthen social management and innovation to provide a reference for. In the thesis, Marx’s theory of social management perspective, trying to through a comparative study of the ruling party, the concepts of social management of the four, that means some basic ideas and methods of socialist country ruling party leadership and innovation of social management must follow, for our party to strengthen the social management and innovation to provide two positive and negative reference.Research methods of this paper follow, one is the unification of logic and history dialectic method. The dialectical unity of logic and history, is thought to explore the Marx doctrine, the logical rejection or historical neglect will lead to the conclusion of the study is biased. Because of the development and adjustment of the ruling social management idea is a historical process, so the study of the ruling idea must adopt the method of the unity of logic and history, the only way to complete, showing the historical process, the ruling party of social management concept of reality and future implications, so as to achieve the purpose of criticism the purpose of. Two is the research method of text study. At present, about the social management point of view, that is very complicated, through textual interpretation of Marx’s classic works, can exclude the interference of other people’s thinking, and avoid the "interpret out of context" of the situation, to grasp the classical writers at the time of writing true meaning in the context of. Therefore, research on Marx’s social management thought, going back to Marx’s text, to prevent the "dismembered" way of overgeneralization knowledge and understanding of Marx’s social management thought. By comparison, found the similarities and differences between the four ruling parties of socialist countries in social management idea of Foreign Ruling Parties of socialist countries, to clarify the basic understanding of the social management problem, derived the valuable conclusions from it, also recognize its limitations.
