Idealism Of Public Administration

The development of public administration is filled with the anxiety of “identity crisis” in hundred years. At the level of administrative philosophy, the lack of administrative idea is the root cause of public administrative “identity crisis”. Thus, from the perspective of philosophy, administrative philosophy,etc. explores administrative idea of public administrative knowledge system and studys the nature,generation, development and comparative issues of administrative idea, will help us understand the deepest levels of the public administrative structure, resolves the anxiety of “identity crisis” on public administration; help us recognize systematically,comprehensively and profoundly the nature, regular pattern and trend of public administration; help us construct the scientific theory of public administration, improves the academic taste and the status of public administration; help us construct the administrative practical idea, promotes the scientificalness and effectiveness of administrative practice. We can carry out the research on administrative idea in the following six areas:The first chapter is “introduction”, demonstrates the background and significance of the study on administrative idea, analyzes relevant domestic and abroad research results,, and then put forward ideas, methods and innovations of this dissertation.The second chapter is “the theory of the nature of administrative idea”, which answers the question of “what is administrative idea”. Based on the perspective of the history of western philosophy, Marxism philosophy and combined with some contemporary scholars’ discussion of idea, this chapter comes to define the concept of idea on this article. On this basis, combining with some contemporary scholars’ discussion on the concept of administrative idea, we can deduce the concept of administrative idea with critical,reflective and dialectical thinking, and discriminate between administrative idea and the related notions, discusse the basic structure and basic function of administrative idea.The third chapter is “the theory of the generation of administrative idea”, which answers the question of “how the administrative idea is generated”.Based on the perspective of theory on social interaction and subject-object relation of Marxist epistemology, this dissertation explores the course on administrative knowledge (or administrative agreement) capturing and producing administrative idea; based on the perspective of critical theory, this dissertation explores the path of administrative idea’ s generation in a critical, reflective, dialectical thinking; based on Rawls’“idea of overlapping consensus”, this dissertation explores the construction of “idea of overlapping consensus” of public administration.The forth chapter is “the theory of the development of administrative idea”,which answers the question of “how the administrative idea is developed”. The theory of administrative idea’ s development expounds the administrative approach, political approach and legal approach of administrative idea, explores the developing mechanism of administrative idea from the perspective of public administrative ontology, epistemology, axiology, methodology and the language of public administration, and reveales the developing law of replying development, crossing and integration of administrative idea of managerialism and constitutionalism in the history of administrative thinking.The fifth chapter is “the comparative theory of administrative idea”, which answers the question of “the commonness and individuality of contemporary administrative idea bewteen China and Western countries”. Developing dimensions of administrative idea have mainly the administrative dimension,the political dimension and the legal dimension, administrative idea bewteen China and Western countries has both commonness and individuality,and those developing dimensions therefore become the comparative focus of administrative idea bewteen China and Western countries. In contemporary China, the idea of administrative management has been developed by the administrative dimension,the communist party’s ruling idea has been developed by the political dimension, the idea of administrative law has been developed by the legal dimension.In contemporary Western, the idea of administrative management has been developed by the administrative dimension, and can be divided into the traditional idea of administrative management and the idea of new public management; the idea of new public administration and the idea of new public service have been developed by political dimension；and the idea of administrative law has been developed by the legal dimension.The sixth chapter is “summary and outlook”, which makes a summary of “the theory of the nature of administrative idea”,“the theory of the generation of administrative idea”,“the theory of the development of administrative idea” and “the comparative theory of administrative idea”, and makes a forecast of the future research..
