Corruption is the global disease across different social systems, which exists in thecountries with different cultures, economic conditions and social development levels.Engineering has been the hardest hit of corruption. The current anti-corruption practicesfocuses on the improvement of law system and the supervision on national publicofficials. However, the Project Execution Team (PET) who is closely related toengineering and its responsibility and anti-corruption capacity are barely mentioned. Atthe same time, the current research on corruption of construction projects mostlyanalyzes the problem from a qualitative point of view, instead of being based onquantitative empirical analysis of large number cases. This paper attempts to reveal themechanism of the occurrence of the corrupt practices in construction from a dynamicprocess view, recognize corruption impacted factors based on the Law EmpiricalAnalysis of large number of corruption criminals in construction projects and establishthe corruption causation model of construction project which can quantitatively analyzeimpacted factors. The last past of this paper is to develop and apply the integritymanagement system which can improve the integrity management capacity of the PETs.In the part of theoretical research, this paper analyzed the dynamic process ofcorruption occurrence in construction projects based on identifying corruption elementsand transaction process theory, and established the transaction phase model ofconstruction project corruption. This model can analyze the characteristics andperformance of corruption initiating, implementing and containing stages. The paperbroke through the bottleneck of difficult empirical research on corruption and selected311corruption criminals on construction to implement the law empirical analysis from amulti-level and multi-dimensional view. On the one hand, the law analysis can examinethe established transaction phased model of construction project corruption. On theother hand,19corruption impacted factors can be identified from the process. Bymeasuring and investigating the impacted factors, phase performance and finalconsequences of corruption, the paper established the corruption causation model ofconstruction project by applying the method of factor analysis and Structure EquationModel (SEM). This model can be used for quantitative evaluation of the impact relations between the impacted factors and the factor influence on the finalconsequences of corruption.In the part of practice research, the paper established the Integrity ManagementIndex of Construction Projects based on system theory, organization theory and projectmanagement theory. The index also referred to the successful internationalanti-corruption practice. Empirical evaluation on ten important construction projects bythe index was followed. This index can guide the PETs to implement integritymanagement work, improve the overall performance of construction industry, and setmodels for anti-corruption work. The evaluation process not only examine theeffectiveness and rationality of the index, but also play a guiding role in promoting theapplication of existed theory research achievement.
