The Optimized Countermeasure About The Cultural Construction Of Integrity At The Grass-roots Level

The connotation of the construction of a clean and honest culture lies in its ideological connotation from the aspects of its core,and the performance bases on the thought and the culture.The construction of a clean and honest culture is a systematical engineering process,which contains the building of Party's work style and anti-corruption struggle.In order to achieve the goal of a clean government,we should curb corruption from the source,by preventing and curbing corruption reasonably and effectively.In addition,from the aspects of education and system,when building the clean and honest culture,we can carry out the party education and supervise the party work.The cultural construction of a honest and clean government is a major task in the new period to build a clean government and to struggle against corruption,which concerns the construction of corruption prevention system and the implement of the party's style construction.Therefore,to punish and prevent corruption,we should strengthen the construction of clean and honest culture with guidance,resolutely refute all kinds of fuzzy and wrong understandings,and create a more favorable atmosphere of public opinion.The research methods of this paper are literature review,social investigation,historical method and observation method.This paper is divided into four parts,the first part introduces the connotation of the cultural construction of a clean and honest government,which includes research background and significance,research theories,the culture of honest and clean government,essential features and functions,and the core value of the cultural construction of honest and clean government.In the second part,On the basis of analyzing the theory of comprehensive academic achievements,the paper illustrates the connotation,essence and function of the clean and honest culture,besides,explains the ways of the honest cultural construction.And from five aspects,thought understanding,content and form,regional differences,function,and system security,the paper summarizes the challenges facing our country grass-roots cultural construction of honest and clean government,and analyzes the problems and causes at all times and in all countries.In the third part,taking Guye District as an example,we analyze the present situation of Guye district and sum up the problems and reasons,highlighting the effective countermeasures of Guye district and the achievement.The fourth part is the conclusion,on the condition of Guye district,we put forward the corresponding countermeasures for the clean and honest cultural construction.We should focus on understanding and theoretical research of incorrupt government culture,propaganda of honest and clean government,establishing long-term mechanism,and promoting the cultural construction of honest and clean government.
