A Study Of The Chinese Borderland Expo

Since entering the 21 st century, conomic globalization, regional integration and the rise of China’s economy are having more profound influence on the global geopolitical and geo-economic pattern, especially China’s geopolitical and geo-economic pattern in Asia. Under this background, the Borderland of China began a gradual transition from the edge to the center and frontier of regional development, various types of regional cooperation mechanisms have emerged, especially in borderland areas a large number of Chinese borderland expo sprung up everywhere. From 2004 to 2014, China-ASEAN Expo, China-Euraisa Expo, China-South Asia Expo, China-Northeast Asia States Expo and China- Arab States Expo has been born one by one, and it basically marks the formation of Chinese borderland expo system.since 2004, Chinese borderland expo not only promoted the economic and social development of borderland, powerfully promoted the economic and trade exchanges of China and Peripheral areas, but also began gradually influencing political, social, and cultural exchanges and cooperation between China and Peripheral areas. To a certain extent, it has become an important strategic tool and a symbol of China’s Innovative geopolitical and geo-economic strategy. This paper attempts to explain why Chinese borderland expo can be developed, what functions it has, and how it works. Previous researches present characteristic such as timeliness, fragmentation and single perspective, so that it failed to form an effective analysis framework to explain the formation, development and evolution of dynamic and its function mechanism. This paper tries to find out the laws of the formation, development and function of Chinese borderland expo by using analytic hierarchy process.First of all, this paper defines Chinese borderland expo and its related concepts, summarizes the evolution of Chinese borderland expo, and discusses its operation model according to the change of international and domestic environment and change of Chinese international strategy. Then, this paper explores the dynamic mechanism of Chinese borderland expo by using the analytic hierarchy process,it argues that the dynamic mechanism of Chinese borderland expo is a kind of complex and multiple forces, Including environmental dynamics from the transformation of international system, externality from the rise of China, policy dynamics from China’s strategic adjustment,and local dynamics of Chinese borderland governments.After that, in the Peripheral strategic perspective,this paper focuses on three kinds of unique function of Chinese borderland expo, that is multilateral trade management, surrounding strategic carrier and identity construction, and then discusses the influence of these functions, on the basis of the development of Chinese borderland expo. This paper argues that Chinese borderland expo has three effects, that is to say, Chinese borderland expo not only promotes the integration process of China and peripheral areas, shapes favorable geo-strategic environment, but also enhance Chinese soft power in many aspects. So far, this paper constructs an analysis framework of the dynamic mechanism, function distribution and affect dimensions of Chinese borderland expo.In order to verify the validity of the analysis framework, this paper introduces the case study of China-ASEAN Expo. After analysis, this paper founds that the transformation of east Asian international system has shaped regional peace and stability which are needed by China-ASEAN Expo, and the transformation has also created a huge demand of the international regime, at the same time, the update concepts of security, development and regional integration provide crucial concept dynamic. Under this background, the strategic adjustments respond to the content and needs of East Asian international system transition. China constantly promotes development and update of regional cooperation agenda which also provides a steady dynamic. The Guangxi government initiatives to seek the highland location in the China and ASEAN Free Trade Area, actively undertakes the task of national strategy localization, and becomes indispensable local dynamic. As the earliest and most successful Chinese borderland expo, China-ASEAN Expo possess geostrategic function and regional governance functioning in a more comprehensive degree. It not only improved the regional environment, promoted the integration progress of China and ASEAN, but also enhanced regional identity in east Asia and China.At last, this paper discusses the development trend of Chinese borderland expo and the challenge in the future. This paper argues that Chinese borderland expo have a big future, its regional cooperation mechanisms characteristic and market-oriented reform will be more outstanding,but before that, above all, Chinese borderland expos must overcome conflict between peripheral strategy and domestic regional strategy, then divide boundaries of market function and state power, moreover, coordinate the relationship between the central government and local government, last but not least deal with competition among Chinese borderland expos.In recent years, the passion that hold national expo heats up in borderland areas, but whether in practice or in theory, the central government’s and local government’s perception of the new exposition is not deep enough, even there are some misunderstandings, therefore, the research on Chinese borderland expo is pressing, we need study the laws of occurrence, evolution and function of Chinese borderland expo from both perspective of domestic economic development and perspective of China’s peripheral strategy, and only then valuable policy references can be provided for the development of Chinese borderland expo.
