To express their ideas within a certain boundary is a fundamental right of citizens of contemporary democracies and to allow and support people for their opinions is an important aspect of democracy. So the expression of public opinion has long been a research focus in the fields of political science, sociology, communication studies, law and other disciplines. Particularly in the opinion spewing contemporary China, expression of public opinion seems to have become a "significant learning", we have a large number of research results about the way of expression by different groups, condition, social impact. Political parties as a sub-form of organizations of society, in different operating systems for different states, have different ideas on inner-party democracy and the right to express opinions, but the vast majority of political parties agree on inner-party democracy and protection of the democratic rights for members and think party members can express their views and opinions within the party organizations. Communist Party of China is a Marxist political party, Party democracy, to safeguard the democratic rights of party members is its consistent position and the party’s rules and regulations clearly and certainly agree on the rights of party members to express their opinions and suggestions. Undoubtedly protection of the rights of party members to express their views and suggestions, not only an important symbol of inner-party democracy but also the basic rights of Party members, have very important significance for improving the legitimacy of the authority of the Communist Party of China and strengthening cohesion and combating effectiveness. But the problem is that such a seemingly basic and important rights, either in history or reality, have not reached an ideal state, that party members can not exercise their right to express their views and recommendations that right has not been fully protected, therefore, there is need for further research.My paper selected the problem as research object, using integrated methods of history and logic, comprehensive and analytical, concrete and abstract, comparison and reference, normative analysis and positive research to study the issues of the party member’s wishes to express their opinions, the meaning of basic theory and to reveal its functional value and the right border, to summarize its development history and lessons of foreign political party and to put forward suggestions. The thesis is divided into introduction and seven chapters.Introduction focuses on the origin and significance of the topic, summarizes and evaluates the current research development of the party member’s wishes to express both in china and abroad, clarify the theoretical research basis, introduces the basic research path and methods.The first chapter is the connotation and characteristics, the explanation of the concept of party member’s willingness to express their opinions. Since there is no clear concept of party member’s wishes of expression, so we begin with the concept of expression of public opinions to define it, according to the statements from Marxist classical writers and the leaders of the Communist Party of China. On this basis, referencing research results in the expression of public opinions, we divide the expression willingness of the party members into nature, form to analyze its constituent elements, and thus explore the distinctions and connections between the expression willingness of the masses and party members.The second chapter is value functions, the functional analysis of developing party members’willingness for expression. The values and functions to develop party members’expression willingness are multiple. We enumerate party members’willingness for expression to pursue the values in freedom, democracy and development and enhance the functionality of membership awareness, smooth communication functions of information flow within the party, solidate the functions of ruling position, have the function to prevent ideological rigidity and reduce Party contradictory, improve the scientific level of party building, to prevent and punish corruption in the party.The third Chapter is Rights and restrictions, the risks and boundaries of party members’willingness for expression. The exercise of rights is always associated with certain consequences or impact. From the perspective of risk theory this chapter first describes the dialectic relation between social risks and expression behavior, pointing pout that the expression contributes to both releasing and increasing social risks. On this basis, expression willingness may cause some risk to organizations of political parties, mainly the risks of losing collective consciousness, ideological confusion, failed governance. And thus we raise the border issue of party members’expression. We also comprehensively analyze the expression border in human right conventions in the world and the related ideas by Marxist classical writers as well as the Chinese Communist Party and other parties and indicate the Communist Party of China should follow Constitution and border laws, ethics, party discipline and specific time period.The fourth chapter is advice from others-Practice and Enlightenment of foreign political party wishes for expression. This chapter mainly focuses on the analysis for experience and lessons with expression willingness of the former Soviet Marxist party, the Social Democratic Party and other political parties. Besides references that these experiences and lessons give us in specific microscopic mechanisms, we can have three main revelations in the theory of macro that party must respect the expression rights of its members, prevent the expression willingness of party members out of control into a disordered state, innovate institutional mechanisms to express their opinions.The fifth chapter is review and summary, the historical development of Chinese Communist Party for its members to express their opinions. Referencing to the research on the history of the development of democracy within the party, we pointed out that expression willingness was in embryonic period during the Zunyi Meeting. After the Zunyi Meeting it became normal gradually, party members could express their opinions orderly. After the foundation of New China party members’expression wishes were good generally, but there were some problems in trends and tendencies. After the eighth congress with increasingly severe leftist thoughts, expression of the will of party members got into a disorderly chaos. After summarization the lessons of the expression willingness in history of Chinese Communist Party we can see that the normal and situations exchanged with the abnormal, waxing and waning, did not form a relatively stable situation. We can also see that there is a Positive correlation between the inner party democracy and the status of the development of party’s cause. With rise of the party’s cause for most of the period the inner-party democracy is normal and party members can express their opinions. With suppression of expression willingness of party members the inner-party democracy is abnormal and the party’s cause suffers a setback or at a low ebb.The sixth chapter is effectiveness and shortcomings, analysis of the status quo for party members to express their opinions. This chapter studies the considerable expression progress made in the reform and opening up by the Chinese Communist party and also pointed out deficiencies. Achievements are deepened understanding, improved rules and norms, broadened channels. But the current situation is still not satisfactory, mainly reflected in urgent expression need but poor development. There still are factors that constrain expression willingness, including distorted expression and violations of law and non system expression. From the reasons, concepts and institutions are main constraints.The seventh Chapter is prospects and countermeasures, on promoting the healthy development of expression willingness for party members. I think, we should foster the ideas that help party members with expression willingness in healthy development, strengthen institutional construction of the party members’wishes to express for its healthy development, Develop technologies to broaden the channels of party members’expression willingness, Construct the type of party for quick response.
