Research On Evaluation Method For Administrative Organizational Performance

With the social development and progress, and with the ongoing changes of the administrative enviroment, the reform on administration symbolized with the "New Public Management Movement" is sweeping the world. Performance management in governments and their functional departments (i.e. administrative organization) is drawing more and more attention from government itself, public sectors and academic researchers. Among which, how to scientifically evaluate the administrative organizational performance and draw out the strategy of improving performance according to the evaluation result has become one of the focus. There has been some research on government performance evaluation and promotion strategy, but they appear to be inadequate and not systematic, they also lack the research on the establishment of performance evaluation index system with government-owned sectors, especially lack the quantitative research on administrative performance evaluation. Based on this, this paper further conduct the research on administrative organizational performance evaluation, and on the strategy of improving performance. This innovative research can be summarized into the following six areas:(1) Define the concept of performance management in administrative organizations. Based on the in-depth analysis on the relevant concepts and theory of administrative organizational performance management, this paper defines performance management as: administrative organizations utilize their resources to carry out their own internal management activities and various external activities such coordination, communication and service in order to achieve intended administrative goals, result and effectiveness, as well as the scope of goal achieved. The concept proposed lays a good foundation for the further study on administrative performance evaluation and the strategy of improving performance, as well as provides guidance for the evaluation on administrative organizational performance and its improvement.(2) Design the system of administrative organizational performance evaluation index. Based on the idea of Balanced Scorecard, this paper sets four dimensions for administrative organizational performance evaluation, they are:physical administrative resource, service to the public, administrative process, study and development. And with the analysis of a large number of existing papers, it establishes an initial system of administrative organizational performance evaluation. By way of expert survey and statistic analysis, it adjusts and screens the system of administrative organizational performance evaluation and ultimately determines the system. This system is based on the idea of Balanced Scorecard and reflects that in the process of evaluating administrative organizational performance, it is necessary to consider the relationship between financial and non-financial index, long-term and short-term goals, internal and external, result and process. It is conductive to the healthy development of administrative organizations, as well as to the social harmony and stability.(3) Determine the weights of index of administrative organizational performance evaluation. Considering the interdependent information among the index of evaluation and subjective evaluation information provided by experts, this paper proposes an integrated approach to determine the weight of administrative organizational performance evaluation. In this method, firstly, the subjective evaluation-based index weights are determined according to the subjective evaluation of experts. Then, according to the interdependent information among indexes, the DEMATEL method is used to calculated the interdependent information-based index weights. Finally, the weights of indexes are determined by aggregating the two kinds of index weights.(4) Propose the method of administrative organizational performance evaluation. Considering that co-existence of the information of quantitative measurement and qualitative subjective evaluation, and the participation of many evaluators such as departments of all levels, organizations themselves and public service, it proposes a360-degree performance evaluation method. In this method, it uses binary arithmetic averaging operator and binary weighting averaging operator, respectively calculates the evaluation results of different dimensions and different evaluators and determines the final result administrative organizational performance evaluation.(5) The strategy of enhancing administrative organizational performance. Based on the result of administrative organizational performance evaluation and considering the different dimensions and different evaluators, this paper proposes targeted strategies for enhancing administrative organizational performance and puts forward a systematic program improving administrative organizational performance.(6) The case study of administrative organizational performance evaluation and improvement of AS State Administration of Taxation. It carries out a study on the administrative organizational performance evaluation in AS State Administration of Taxation. First, it gives a brief introduction to its basic information of it, then evaluates its performance using the method of weighting and performance evaluation. Finally, considering the present situation of AS State Administration of Taxation, it proposes a strategy for it to improve its performance.
