Research On Implementation Processes Integration Of Multi-emergencies Based On Knowledge Element

In recent years, frequent emergencies seriously affect the development of social economic and the stability of human life. State and government give more and more emphasis on the research of emergency management. The occurrence of emergencies is often accompanied by certain derivative and secondary events. These events interact with each other, having a broader scope and greater destructive power. Implementation processes of emergencies guiding the disposal activities have the closest relationship with affected area. Integrating the implementation processes effectively will bring to twice the result with half the effort to the emergency response. Therefore, in the light of the long response time of process and inefficiency of resources in actual emergency response process, based on the theory of knowledge element and the implementation processes of mult-emergencies for the object, the integration problem of processes has been researched.At present, the domestic and foreign scholars research on emergency management increasely. There have a lot of work on the evolution mechanism of emergencies, choice of decision, plan evaluation, and so on. But the emergency processes still have to be further in-depth studied from the implementation level. Especially when multi-emergencies occur at the same time, there often have conflicts in response process. The existing processes can not meet the needs of actual response, so the problems of implementation activities and processes integration are more urgent. In view of this, on the basis of knowledge element, this thesis puts forward a method through integrate implementation activities to integrate processes, and through the actual case verifies the feasibility and validity of this method in practical application. The main contents are as follows:Firstly, this thesis analyzes the structure of implementation process and the characteristics of multi-emergencies’processes, and summarizes the advantages of knowledge element in the process of integration. Implementation activity knowledge element is constructed according to the knowledge element. Internal hierarchy and forms of activity knowledge element also have been analyzed. Study shows that knowledge element can abstract and characterize the implementation activities effectively, unify formal description and lay the foundation for the research of activities’relationships.Secondly, this thesis extends activity knowledge element model and constructs activity relationship knowledge element. The relationships of partial order, spatial and conflict among activities have been studied through analyze the relationships between attributes of activity relationship knowledge elements from three aspects:execution order, scope and required resources. Study shows that the relationships among implementation activities of multi-emergencies are complex and diverse. Activity relationship knowledge element realizes the common extraction and consistency of expression about different types of relationships. The relationships also provide the basis in further research on constructing process integration patterns and integrating processes.Thirdly, on the basis of classification of instantiated activity knowledge elements, according to the relationships among activities, the process integration patterns are constructed. And for the different situations encountered during the response process, combination model of process integration pattern is built. Study shows that implementation process integration patterns of multi-emergencies are important parts of processes integration. In the actual processes integration and emergency response, the selection of process integration patterns depends on different situations, and can be used together. These patterns make the integration of processes more adaptive.Finally, comprehensiving the above study, this thesis puts forward a suitable method for integrating the implementation processes of multi-emergencies, which is from the implementation activities and their relationships to study the process integration patterns and integration method. And the processes are integrated automatically through the algorithm. Every activity is formal described by using the activity knowledge element in the processes. The different types of relationships among activities are obtained from analyzing the relationships among activity attributes of activity relationship knowledge elements, which are constructed by extending the activity knowledge elements. Then the process integration patterns affected by the relationships among activities are built. According to different situations, the processes are integrated by connecting the process integration patterns combinations and other activities are not integrated at the original order. Study shows that by this method the integrated process has shorter running time and higher resource utilization, and closer to the actual response.This research not only enriches the theory research of emergency management, but also provides implementation method and reference for emergency management personnel to cope with the emergencies. It is good to the effective integration of implementation processes of multi-emergencies, and speeds up the emergency response speed and reduces the loss.
