Study On The Policy Of Green Development In Coal Regions Of China Based On The Policy Network Theory

The ecological civilization construction target of The18th National Congress ofCommunist Party of China put forward new requirements for the green developmentof resource type area. With the policy network theory as the main base, this paperanalyzes the interactive relationship between the stakeholders in the network usingthe investigation and game theory to explore the policy demand and policy programselection of green development in the coal resources regions. Taking Shanxi Provinceas an example and the objective function as the quantitative evaluation standard,through the construction of policy evaluation model, the paper uses quantitativeobjective function evaluation standard to evaluate the implementation of coal greendevelopment policy of Shanxi Province and puts forward policy recommendations.The main innovative conclusions of this paper are as follows.（1）By analyzing the relevant green development theories of resources,environment and economy, this paper puts forward three characteristics of greendevelopment of the coal region innovatively, namely "safety","environmentalprotection" and "high efficiency".（2）Based on the policy network theory, the paper formates the policy in thenetwork interaction and the chart of the interaction relationship between coal regionalstakeholders. From the policy network perspective, through the game analysis of theinvestigation and the stakeholders, the policies are formed in the network interaction,the perspective of which is innovative, overcoming the situation of “policies comefrom above; countermeasures from below”. The paper has more realistic guidingsignificance in practice.（3）According to the present situation of coal resources, environmentalresources in the economic area of mining enterprise research, and policy networkstructure diagram, the paper constructs the multi-objective function model of greendevelopment policy as the quantitative criteria of policy evaluation in coal resourcesarea, which includes industry output growth’s maximization, environment pollution’s minimization and the use of coal resources’ minimization. By setting the principlesand objectives of multi-objective optimization function and the constraints, the paperconfirms the policy evaluation model of green development of coal resources regions.（4）Taking2007as the base year, the multi objective optimization results in2015and2020are calculated using the Lingo software and the paper put forward tothe policy suggestions for the green development of Shanxi Province. In perfectingthe policy management mechanism, the paper puts forward to make the managementsystem in Shanxi coal industry centralized and unified, perfect the policy supervisionmechanism and evaluation mechanism, establish and improve the mechanisminvolved in the topics proposed network. In terms of economic development andenvironmental protection, the paper puts forward to make a reasonable coaldevelopment scale of8~10million tons/year and utilization of the scale to promotegreen mining of coal, the in-depth development of circular economy in the miningareas and make the land supply policy differ in the support of industrialtransformation, explore the establishment of coal price formation mechanism basedon full cost and8%basic rate of coal resource tax, The realization of tax "green", thedifference of the specific measures and suggestions, realizing tax "green", differenceand other four specific aspects of measures and suggestions.
