The global challenges and the transformation of the international system, which both caused by globalization, provide the needs and dynamics of the democratization of global governance. Globalization not only offers opportunities for the world, but also brings a lot of global challenges faced by people all over the world. Effective Global Governance requires the joint participation of states and a variety of non-state actors, so it need to improve its legitimacy through democratization, and then win the support of people around the world. Globalization has also led to some major changes in the international system. The failure of U.S. unilateralism led to the loss of hegemonic legitimacy; the development of emerging nations promote the multi-polarization process; Multinational corporations, INGOs and other actors participate in global governance. All these factors lead to adjustment of the structure of international system, and form a state-centric multi-level networked system. The demand of democratic legitimacy and the transformation of international system, to jointly become a powerful driving force for the democratization of global governance.Choose the appropriate democratic model of global governance is the key to achieve the democratization of global governance. The understanding of democratization of global governance quite differ in international community, Politicians and scholars in developing countries require to achieve democratization of international relations; Some occidentals advocate exporting liberal democracy to the world in order to guarantee that the "democracies" control the processes of global governance; Other European and American scholars advocate to establish global civil society and believe that will lead to denationalization, or cosmopolitan democracy. According to the analytical framework creative in the thesis, the understanding of democracy and the status quo of international system are two variables which determine the choice of democratic model of global governance. Democracy is a historical category, which means there is no single, perfect, eternal model of democracy, but the realization of people’s power is the essence of democracy inherent in different time. The democratic model of global governance must insist to keep people as its subject, adhere to equality, justice, tolerance value principle in different countries and ethnic groups, and suit with the state-centric multi-level structure of international system. Therefore, the democratization of global governance see state as the main representation of the people and INGOs as a necessary supplement to represent diverse demands of the people. The purpose of democratization of global governance is to build a multilevel democratic model which see the democratic relationship among countries as the core. The major signs of democracy between states are as follows:all countries have an equal voice; Establish mechanisms for more reasonable distribution of power in global governance; Establish coordination mechanisms for cooperation between developed and developing countries in economic sphere.Using case studies to examine the democratization of global governance, the paper gets mixed results. Using the criteria mentioned above to examine UN Security Council reform, the creation of UN Human Rights Council and WTO Doha Round negotiations, the paper find that developing countries have gained a greater say in some occasions and issue areas, but the negotiation mechanisms are still not mature enough to ensure it, especially when the problem concerns the distribution of power. INGOs actively participate in global governance through a variety of ways and show their unique advantages and influence. But the democratic role of INGOs in global governance is still limited, since the development of INGOs is severe imbalance worldwide, and the representation, transparency and accountability of INGOs faced great question.
