Under globalization, marketization and informatization, great changes have taken place in the way of social interaction with community, the existence to "acquaintance community" of the family and friendship has gradually been replaced by "stranger society" of the learning, occupation status and network-oriented. Lost the shackles of the relatives and geographical identity, the human began to pursue the social interaction of the diversification, personalization and entertainment. It made the perspective of individual extending from the meaning of self-existence to the value of the social commonity because of the immediacy and interactive relationship structure. Political center and authoritical worship on the traditional narrative were digested by the expression of freedom in the self-media age. And it made people’s speech behavior from the press in the context of "scruples" toward freedom in the context of "speak one’s mind freely" for the rising of the network communication and respecting the right to self-respect, which has brought two contradictory effects in turn. On the one hand, it overcame differences from the identity of the real world in the field, status and position, and made the human with more freedom, equality and harmony communication each other, and encouraged the human to be more independent, free and capricious in the discourse communication. on the other hand, it was also digested to excessive deconstruction of traditional moral values and ethical customs, and lead to weaken relatively the individual responsibility consciousness, desalination of the political consciousness and national identity. At last, it exacerbated the difficulty of enlightenment on discourse practice of ideological and political education.Through it is "what" and "why", clearly serving for the overall interests of the proletariat about discourse practice of the modern ideological and political education. it should establish equal and harmonious relationship between the educate and the educated about discourse content "how to implement" in order to promote discourse content to delivery smoothly. Therefore, it is not just a work practice statement of the modern ideological and political education, but also a actual exercise to the theoretical and practical combination. It not only requires "the capital quantum" investment on manual labour, material resources, financial resources, time and space, but also replenishs “the information quantum" from multi-disciplinary knowledge in order to enrich and improve the discourse resources of the modern ideological and political education. Only in this way, it can carry out the practical work in its own discipline theory, academic concepts, practices methods and evaluation standard on discourse of the modern ideological and political education. It depends the expansion social influence on "the capital quantum" investment in discourse of the modern ideological and political education, and promotes to the internationalization, popularization and specialization, which can get more "capital quantum" of the discourse. It can meet full of individual initiative with realizing the value of the individual about the coordination and unification of the way to promote discourse subject, content and methods on the modern ideological and political education. It can achieve access to social support and recognition for meeting the social value realization and ensure organic unity to discourse theory and practice of the modern ideological and political education. However, it is the key to "the capital quantum" input and evaluation of discourse of modern ideological and political education, which must meet the need of human and social value. Therefore, from the paper to research on discourse of the modern ideological and political education, the author describes the essence and function as the way to reveal discourse of the modern ideological and political education, constructs the basic theory through theoretical analysis, grasps the practical challenges, the development opportunities and the ways to convert through objective analysis, and demonstrates on the basic structure and the value demand on the discourse content as the basis on the features with Chinese characteristics socialism and and Chinese culture, and actively promotes the method shifting from the tradition to the modern, and defines the basic principles and constructs the effectiveness evaluation standard and the index systems to discourse of the modern ideological and political education. At last, we can provide theoretical guidance with the modern scientific thoughts and the correct methods on the concrete practice of the modern ideological and political education.
