The Study On Illegal Immigrant In Yunnan Border Area By Governance View

This article takes illegal immigrant in Yunnan border area as study object, and governance theory as study tool. The Border area is the important part of Yunnan province and also the frontier opening-up area of the state, plays the important role in China’s "One belt, One road" opening-up strategy. Influenced by geographic position, minority factor, labor market, economic development and social structure, the problem of illegal immigrant perplexes Yunnan border area for years, especially in the scale and speed, and imposes adverse influence in the field of national security, border administration, social order, international relations and state identity. With the opening-up strength in Yunnan border area constantly increasing, the problem may cause more severe consequence.Based on the above-mentioned, this article applies governance theory to analysis the status quo of illegal immigrant in Yunnan border area, and combs the governance cause and subject of illegal immigrant in Yunnan border area form international, state and local aspect respectively, so as to make it clear the problem of "who govern" and "how govern". From these analysis, the article conclude that there exist six problems, such as single subject, complex structure, insufficient causes, dull method, sluggish international cooperation and lag-behind ideas, and illustrate governance example as City R in Yunnan border area.To learn the experiences of the west countries, this article choose the typical international governance example of illegal immigrant such as the EU,USA and Germany as analysis subject, conclude their governance model differently, introduce their formation in different historical condition and give short conclusion. Based on the above analysis, the article summaries the beneficial experience which is useful to domestic governance for illegal immigrant, and put forward the Cooperational Governance Model for illegal immigrant in Yunnan border area, emphasize proper tolerance, power restructure, legalization, multi-body, international cooperation as five important component to form the Cooperational Governance Model, and point out the limit in application of Cooperational Governance Model.
