New Thoughts On The Administration Of Illegal Immigrants In Southwest China

Growing global economic opportunities have led to increased population mobility internationally.As a result,a large number of illegal immigrants flooded into Southwest China,seeking illegitimate working opportunities and causing a variety of social problems.It is found that Southwest China local government is still in the "administration" phase when it comes to solving such problems.Government has assumed dominant responsibility in administrating the issue;Participation of social and market forces is underrated;Co-responding legal system has room for improvement;Administration process is undiversified,urging integrated legalization and standardization.Overall,the effectiveness and efficiency of administration needs improvement.Modernization of social governance is important to that of national governance.It is also a significant tool to solve specific social problems.Generally,the goal of modernizing the social governance is consistent with that of border areas governance.The administration participants of either side are inter-related.The governance of illegal immigrants in border areas is an important aspect of social governance modernization.The theory of social governance modernization can provide directional and effective guidance to administration of illegal immigrants in China's border areas.The intrinsic requirements of social governance modernization include diversification of governance participants,scientization of governance methods,legalization of governance process and standardization of governance mechanism.In view of the social governance modernization,this dissertation explores ways to move from “administration” phase to “governance” phase in terms of illegal immigrant administration,in order to overcome weaknesses of traditional administration methods and improve efficiency of social governance.The study is also dedicated to seeking theoretic,systematic and normalized governance strategies which are integrated,to refine the governance capacity of illegal immigrants in Southwest China and enrich the theory system of social governance modernization.
