Research On The Governance Of The "Three Africas" Foreigners In Yunnan Province

Illegal immigrants issue refer to those foreigners who enter,work and stay in China illegally and the problems causes by them accordingly.Located in utmost southwest of China,Yunnan Province,shares a long distance of borderland without natural barrier with Vietnam Laos and Myanmar.In recent years,due to repid economic development of China,frequent exchange of cross-border nationalities and shortcomings in system,illegal immigrants issue has become more and more acute,which not only undermines borderland social stability,but also projects influence on family planning,resources allocation,social insurance and illness epidemic.Illegal immigrants issue which relates many aspects is very complicated.From the perspective of law-enforcement,relevant laws,regulations and agencies including Exit and Entry Administration need to be improved.As for illegal immigrants,we should pay attention to current circumstances and characteristics of their activities.Currently,Exit and Entry Administration of Yunnan Province,adheres to the principles of governance by law,source and comprehensive methods,combines fight and prevention together,promotes international law-enforcement cooperation,makes contributions to stability and prosperity in borderland areas.However,faced by new situations and missions,the internal unbalanced development of Exit and Entry Administrations of Yunnan Province has become more and more prominent.It is necessary that working mechanism,measures and logistic support must be strengthened.Based on the analysis of status-quo of illegal immigrants of Yunnan,focusing on the key points of governance,this paper put forward a series of advices accordingly.
