The period of the Three Kingdoms, Wei, Shu, Wu fight each other. To take appropriate national policies to deal with the relationship between the various ethnic groups has important significance for increasing the population, developing production, consolidating and developing the regime. Shu (221-263 years), there were only two emperors in its forty-two years of history, regarding to population, military, economic and geographic area, Shu Han is undoubtedly the weakest of the Three Kingdoms. However, Shu Han’s national governance has its success. Shu Han national legal system take righteous as the guiding ideology, breakthrough in the ancient Chinese believed that minority is greed and not trustworthy, only force can conquer and other popular ideas. This is main reason for the success of Shu Han national governance.Introduction part explains the selected topic reason and the value, the two basic concepts of "righteous" and "national law" is defined, of the previous studies the review and commentary, the main research methods and innovation points.The first chapter analyzes the background of the formation and development of Shu Han’s national criminal and military legal system especially the national legal system through the discussion of the concept of the Three Kingdoms period ideological, political background and outlook on nations. The strategy put forward by Zhu Geliang in "Longzhong Plan" that "Being in amity with various Rong tribes in the west and pacifying the Yi and Yue tribes in the south", it’s background and implementation are discussed. I think one of the reasons that Zhu Geliang cherish pardon is not rigidly adhere to the traditional ideas that "Hua Xia change barbarians".The second chapter expores Shu Han’s ethnic administrative law mainly from the sepration of conuntries and officials appointment after Shu Han’s southern expedition. Division of the county’s primary purpose and function is segmentation Nanzhong forces to strengthen for the control of Nanzhong, but also help to promote the Nanzhong and the various nationalities identification of the Shu Han regime. Shu Han both attaches importance to civil and military in personnel selection, this and other characteristics played an important role for the stability and development of ethnic regions. The pacification of later rebellion in the Nanzhong also pursued the policy of "pacifying the Yi and Yue tribes in the south"The third chapter discusses Shu Han’s national economic law from "advocating thrift, inhibiting luxury", official salt, promoting the good and abolishing the evil and so on several aspects of Shu Han. Shu Han advocate thrift and inhibit luxury is not only reflecting of Yizhou’s former ruler Liuzhang didn’t fondle the noble people and proferous country, but also changing of Shu’s luxury custom, this helps to reduce conflicts between officials and people in ethnic region, promot the fusion of Hua Xia and Yi tribes. Shu Han takes official salt policy to suit the needs of military and economic, it not only meets military demand, also facilitates the development of salt and iron industry and the promotion of iron farm tools in minority areas. By emphasizing farming and sericulture, road and bridge construction, Shu Han promotes the economic development in ethnic region, strengthen the control and links in ethnic region.The fourth chapter puts forward that "common ancestral source" is not sufficient to gather different ethnic groups for a community by analysising "Zhuang Qiao Ruling Dian" and worship of Zhuge Liang, and cultural factors actually plays an more important role. Shu Han’s ethnic legal system bases on the principles of rightrous, and this leads to its success in pratice. Through the evaluation of posterity of Liu Bei, Zhuge Liang, we can summarize the main principles of the Lutheran ideas as fairness, kindness and tolerance.The conclusion part points out the ancient Chinese popular idea thinks that minority has no righteous, this leads to emphasizes too much the importance of economic benefits and deterrent force and underestimate the role of belief, attitude and values. The thought and practice of ethnic legal system in this regard still has emphasis reference and inspiration to the current ethnic legal system.
