The concept of justice is a reasonable understanding of the distribution of social resources, which is reflected in the subject, the object, the object, the principle, the principle of application and so on. The concept of people’s justice has the historical characteristics, which is the combination of the social members with the specific social relations. From this point of view, the modernization of society is reflected in the form of the combination of people from the community to the social changes. Correspondingly, it is necessary to promote the change of the concept of social justice to the concept of social justice. At the same time, the concept of popular justice also has specific characteristics, there are obvious differences between different countries and regions in the world. The traditional Chinese concept of community justice in the main embodiment of traditional authority and the interpersonal mutual, in the object reflected for survival and security, reflected on the object of the geographical and kinship, in principle reflect to the needs and equivalence, in the applicable principles embodied as the difference of the order and ethics. The fundamental driving force for the modernization of ideas is the fundamental change in the life experience of the social transformation. Since the founding of new China, especially since the reform and opening up, China is in a period of rapid social transformation, social relations, the basic structure of the society and the living environment has changed significantly. This paper is mainly based on the background of social transformation, in the integration of social transition theory, life course theory and theory of social justice based, using empirical analysis methods from the diachronic perspective to analyze the transformation of society influence on people’s justice perceptions change. The question of this paper is mainly about two: what is the general characteristics of the concept of justice, and how to promote the change of the concept of justice.The concept of justice in China generally presents the characteristics of the coexistence of "change and the same". Some of the traditional ideas in the field of family have not changed, for example, the need for principles is still supported by the majority of the public. In the government redistribution preference, opportunity equality principle, compares object selection has been reflected distinctly contemporary; in the dispute settlement body preference, results oriented substantive justice concept, based on cost-benefit calculations the right idea of traditional features also are significant. Secondly, urbanization, marketization, income levels and other factors can indeed influence of people conception of justice from traditional to modern changes, however, the influencing factors of different dimensions of the content of people’s conception of justice is different. The concept of public justice is of great significance to improve the scientific and effectiveness of public policy, and to promote the modernization of national governance. Based on the research of the social transformation and the change of the concept of justice, this paper argues that in order to better promote social fairness and justice, we should pay attention to the following aspects of the work. Through the improvement of the system strictly regulate the order of income distribution, effectively solve the problem of the separation of urban and rural dual, strengthen the construction of government credibility, and vigorously promote the equalization of basic public services, to public reason as a guide to promote modern citizen’s growth, to create a good atmosphere to promote the spread of traditional family virtue.
