The Study Of The Function Of Social Governance In Ideological And Political Education

The concept of "Governance" was firstly popular in the international community. When the international community came up with and discussed "governance" theory, almost simultaneously domestic scholars have began to study governance issues. These studies, originally including the translation and interpretation of international "governance" theory, gradually develop to the analysis of China’s practical problems and response. So it presents a gradual warming trend from shallow into the deep, from the point into the surface. Under such a circumstance, Chinese Communist Party convened the third plenary session of the eighteenth CPC Central Committee,and put forward "promoting the modernization of national management system and management ability" and "the system of social management innovation" for the first time. This is a significant innovation of Marxism national theory. In particular, it replaces the "social management" with the "social governance". This is a novelty of theory in our party’s political document and a major theoretical achievement over the years for rational reflection of the social reform practice. When the "Governance" and "social management" was put forward, wide attention and heated discussions appeared from all walks of life immediately.When social governance was put forward, it has provided a new innovation motivation and developing space for the ideological and political education function. The innovation of social management system requires the ideological and political education to make positive response objectively, to interpret and propaganda the governance in its unique way, to promote the whole society’s perception of governance, recognition and practice. In the course of response and study of ideological and political education, a new relationship with the society must be constructed, and new function of the ideological and political education will appear.The functions of ideological and political education are not single, but exist in many aspects. Inspected from dimensions of concept,nature,objects and environment, it exhibits different characteristics and functions.With the development and expansion of social governance ideological and political education, the relation between ideological and political education and social governance is researched, from the following aspects: “executants”, “implementation of the object”,“ the methods and goal ”, and “ the function and aspects ”.The social governance functions of Ideological and political education is the functions that generated during "ideological and political education of social governance activities".It is a positive response to the ideological and political education when facing new situation and new environment,and it is own unique feature embodying in the field of social governance, and it is an extension and expansion of its inherent features.Besides,it is a performance when social governance is contained into ideological and political education value target range consciously and purposefully.It is a structural system which consists of many functional components.In the core level, it has ideological integration, value guidance function, moral enlightenment function and psychological counseling functions;In the middle level, it has the function of regulating interest, the function of resolving contradictions, the function of conflicting coordination and the function of vitalizing excitation;In the outer level, it has a function to promote the governance body communicate equally, supervise the implementation of governance,make up the lack of "rigid" means,collect social public opinions and feedback information.In the theories of Marxist classical writers, the communist party of China theory works,ideological and political education and public governance theory and so on, there are rich content about social governance function of ideological and political education.It is realistic and urgent to exert the social governance function of ideological and political education. Based on the analysis and definition of "society" in social governance, over the social transition period, the fields of social governance are mainly concentrated in the areas of "social sector reform", "social structure transform", "public security", "social public opinion management", "social life style" and so on. Correspondingly, the ideological and political education need play a more important role in resolving social contradictions, strengthening the construction of the system of social ethics and integrity, maintaining social stability and social ideology security, and constantly meeting the demand of the spiritual culture. These are some realistic subjects of ideological and political education in social governing.At present, in the process of social governance, the role of ideological and political education seems relatively weak, and the treating effect is not ideal either.There are many reasons. In the idea, control is paid more attention to in the course of education, which is not the core of social governance; In the system, the management system of education is not perfect, which blocks social governance; In the environment, the surroundings of education is complex, which makes social governance difficult; In the method, the way to educate people is not good, which weakens the effect of social governance; In the factor of people, there exist many problems in educators and educates, which makes social governance less useful.To fully exert the social management functions of ideological and political education, the influence of adverse factors must be eliminated, and composition of forces in social governance has to be concerted. In order to do this, we need innovate ideas to realize the change from “administration” to “governance” and make sure that power and stabilization is in balance. Build and perfect the system of social governance to solve social contradiction. Make special education and governance of outstanding problems in education to improve society. Strengthen the use of socialist core values in social governance to perfect public opinion environment. Make use of kinds of methods to improve the governance’s effect. Bring up civic consciousness in modern society to inspire social energy.In a word, if we do research on social governance in ideological and political education, we should follow the logic method: put up problems—analysis problems—solve problems. And data studies, interdisciplinary research and comparative research should be regarded as main ones. Based on numbers of data, I bring in social governance to ideological and political education to make them mixed and find their similarity; On the basis of defining "the social governance functions of ideological and political education", its twelve functions were classified. The purpose is to try to more comprehensively and clearly show the structure of social management function of ideological and political education system; Based on the analysis of the practical problems and influencing factors, I have found the ways to give full play to the social governance functions of ideological and political education. Based above all, I try to realize integration and innovation of social governance and ideological and political education.
