"Food is food to safety first". With the rapid economic and social development, quality of life is rapidly increasing, people are increasingly concerned about food safety for the transition from food security to the amount of food quality, food safety has become a public demand for modern society. However, in reality, the status of food security is not very optimistic, not only a time of impact the bottom line of people’s hearts and frequent incidents of food insecurity, making people "talk about eating phobia", and sustainable economic and social development of China also produced a huge negative impact. The reason for ineffective government regulation of food safety is one of the main factors. From the start attribute characteristics to food safety, the government focuses on the unique role of food safety governance, on this basis, the only food safety regulation on the government’s failure to start and manage the full text of this exposition center.Full-text covers eight sections:one introduction, six chapters, one on the tail.As part of this study, Introduction is the "weapon" project, mainly on the research background and significance, research status view and evaluate a number of important concepts of determining and interpreting the basic ideas and methods of the study and the principal of this study innovative intentions and other content made specifically addressed.The six Chapters is the main part of the study, according to "what, why, how" logical thinking expand. This part starting from of the analysis of market mechanisms for food safety governance, pointing out the limitations of self-governance in the food safety market, which leads to that the government food safety regulation is indispensable. On this basis, the study further elaborated the advantages of government regulation of food safety as well as the historical evolution of the Chinese government food safety regulation system.Chapter Three:the "government failure" of Food safety regulation. Innovation and embodies the intent of this study were the following aspects:first build cooperative governance framework. Construction of government food safety regulations cooperative governance framework is one of the innovations of the contents of this study. The traditional emphasis on food security governance dominated government body, this study attempts to introduce the concept of cooperative governance of food security, emphasizing the multi-agent cooperative governance of food security and institutional arrangements from the government’s cooperation on food safety governance framework are discussed, try of proposed government regulations on food safety during the three selectable modes that empowering self-regulation, co-regulation that is Responsive regulation. Second, we prospect the policies to achieve food security cooperative governance recommendations. On the basis of food security governance framework built on cooperation, as a logical continuation of the study, this paper proposes a targeted policy options under cooperative governance framework of government regulation of food safety, improving information sharing mechanism that food safety cooperative governance, sound government food ACC safety regulations and mechanisms to promote non-governmental public organizations involved in capacity building. The above policy recommendations may be made herein lies another innovation. Third, qualitative and quantitative research methods to verify describe the combination. The social science research in qualitative research and quantitative research methods in a unified discourse on issues of this paper is trying to innovation. In this paper, the status of the current Chinese government food safety regulation analysis, first from the perspective of theoretical description describes the current characteristics of the Chinese government food safety regulation mode, and government food safety regulation failure characterization, and then, on the basis of the above conclusions on by quantifying the use of analytical methods, based on mathematical models built on China 2011 food safety regulation performance measurement to quantify the current status of China’s food safety showcase performance.
