| The sudden outbreak of COVID-19 at the beginning of 2020 has affected the development of all industries in China,among which the catering service industry has been severely affected.The epidemic has changed the public’s attitude towards life and health,and the public’s food awareness and catering industry formed during the epidemic period will develop together with the epidemic prevention and control.In addition to insisting on epidemic prevention,the resumption of catering industry also needs to restore public consumer confidence as soon as possible.In this context,the Chinese government must strengthen the supervision of food safety in the catering industry,to guarantee food safety in the catering industry,boost consumer confidence,and promote the overall economic development.This paper takes Y city government as an example to study the food safety of the catering industry under government supervision.First summarized the related concepts and basic theory,by the methods of literature review and field survey,the Y city restaurant industry background and implementation in food safety regulation is analyzed,using questionnaire survey method,analysis of basic problems of government regulatory enforcement,analyzes the existing problems and reasons,finally put forward the corresponding perfecting suggestion.In this paper,the study found that Y city restaurant food safety regulation,market supervision main body is Y city administration,supervision and coordination agency is food safety committee office,the city government regulation means mainly administrative enforcement measures and legal regulation means,mainly in the area under its jurisdiction catering service provider and network monitor food service industry.During the investigation,it is found that the supervisors are faced with many problems in the actual law enforcement process.The analysis finds that the main causes of the problems are(1)the government’s insufficient investment in food safety supervision in the catering industry;(2)insufficient capacity of supervision and law enforcement team;(3)simple and backward regulatory means;(4)the government supervision mechanism is not perfect;(5)Feedback mechanism is not effective enough.In the end,this paper puts forward some countermeasures to improve the food safety of the food and beverage industry under the supervision of Y municipal government :(1)increase the financial input of the government;(2)strengthen the construction of supervision team;(3)to improve the government supervision and management mechanism;(4)Enrich the means of government supervision;(5)Building a pattern of shared governance and management of society. |
