In recent years,food safety issues have received much attention due to frequent food safety incidents.Since the Fifth Plenary Session of the 18th CPC Central Committee proposed to build a social governance structure of joint construction and sharing,social co-governance has begun to apply to public security,urban management,transportation and other fields.In 2015,the Food Safety Law incorporated social governance into basic principles.This is an attempt of social co-governance in food safety governance.Food safety risk social co-governance is recognized as a means of governance.Social co-governance is to gather all the forces and work together to achieve the ultimate goal.The most important point is the word "common",that is;how the various entities work together.In the theoretical research of Chinese scholars,who will often govern,how to choose the governance model,how to manage as the focus,and how to achieve the "common" governance,leading to the ultimate social governance is focused on "governance" rather than "common".The established legal system is still scattered and unsuccessful.Food safety risk Social co-governance is the mutual cooperation between the various entities based on equal status to achieve governance purposes.However,there are social co-governances of food safety risks in China:the main division does not match the characteristics of food safety risk management,the rights and obligations between subjects do not match the means of food safety risk management,and the interrelationship between subjects and food safety risk society.The co-governance model does not match the three questions.Based on the characteristics of food safety risks and the links of food safety risk management,this paper clearly defines the main factors of social co-governance of food safety risks in China based on the relationship between risk management,social co-governance and government supervision:Regulatory authorities-food producers-technical institutions-consumer groups-news media.Among them,the main rights and obligations of each subject are:the government supervision department strengthens guidance,the food production operators improve self-discipline,the technical institutions provide professional knowledge in a true and accurate manner,the consumer groups actively participate and strengthen learning,and the news media enhances supervision.There are ten kinds of rights and obligations related to each other,and the status of each subject changes with the different means of risk management.The subject that is dominant in a certain governance means may be assisted in another means of governance.Status,through the establishment of an effective procedural legal system to link the main body of food safety risk governance,and enhance the operability of the law.
