In the traditional three-sector analysis perspective, social organization is regarded as an important subject to make up for the insufficient government and the market, which can provide all kinds of social and voluntary services, and promote social innovation of the related fields, thereby promoting healthy interactive between state and society, promoting the orderly growth of the whole society. Therefore, how to better facilitate in promoting these important features of social organization has become a problem of concern to many researchers. Most scholars have emphasized that the autonomy of social organizations constitute a basic premise to stress relevant social role. There are many differences in defining the concept of the autonomy of the social organization among the investigators, due to differences in their perspective of academic backgrounds and theoretical scenes, existing obvious controversy in analyzing whether China’s social organizations have autonomy and independence.The above situation has led to the majority of studies have neglected the more critical "why" question, namely why different regions or background of social organization will have a lot of autonomy difference, why in the same region and the growth trajectory are relatively similar social organizations will be showing a great level of development? Questions like these are more in line with the original intention of the researchers than simply dispute the existence of the overall significance of the autonomy of the social organization, that the circumstances in which social organizations can be a key subject of good governance, rather than simply government or corporate complementary institutions. Based on the above view, the paper emphasizes starting to recognize the autonomy of social organizations and its cause and effect from the following questions:(1) Institutional antecedents and theoretical basis of social organization autonomy:which institutional factors constitute a social organization autonomous basis. How the above factors affect the issue? What is the specific mode of action? (2) What is the potential impact that social organizations autonomous functioning for the third sector? Further, the article attempts to ask that does the absence of autonomy have impact on constituting the survival and development of the organization’s society. (3) Does the impact of institutional factors on tissue function is directly, or the institutional factors play a role through organizational autonomy? (4) How other factors which in a kind of organizational position and environment to play the role in the organization autonomy and its function?Based on the main line of the research in the relationship between social organizations and the government, the paper analyzes the new system based on organizational theory, the interpretation of the relevant behavior of a particular organization or individual, in essence, can not be existing without the analysis of its certain cultural and technological environment. Therefore, this article will analyze the perspective of the implementation of the organizational level, and focus on discovering the true role that the autonomy of social organizations play, associated between external systems and organizational capabilities.After a series of theoretical and empirical research is derived (multiple case analysis, regression analysis, factor analysis and structural equation modeling), this paper has found the following points:(1)Chinese society organizations face many institutional pressures, and the pressure to a certain extent, also on behalf of institutional enable (enactment). Combined with the results of cases and literature review, the paper believes that institutional factors from the government can be divided two levels; one is the legitimacy of the concept in the traditional sense, that social organizations can obtain government approval; the second is a more positive sense of institutional supports that social organizations can obtain government conferred. In some of these concepts in strict sub-sector, the paper found that legitimacy and institutional support will directly affect the basic functions of social organizations to play, which for organizational effectiveness and innovation has direct lift significance.(2) Based on the four cases and 253 social organizations comb findings and empirical system, we find that the legitimacy that institution acquired and institutional supports will also affect the autonomy of the social organization, and can borrow from the social organizations autonomy to affect the effectiveness and innovation of social organizations. Therefore, from this perspective, the autonomy of social organizations to play at least two levels of roles:on the one hand, with independent social organization tend to have higher levels of innovation and performance; on the other hand, institutional factors often via autonomy to improve innovation or performance of social organization.(3) The empirical results of the related large sample also show that the uncertainty of regulation of mutual (action) between autonomy and organizational innovation will be subject to the external environment. The promotion of innovation from the social institution autonomy will be declined because of the uncertainty of the external environment. However, the relationship between autonomy and effectiveness will not be affected by the uncertainties. The above shows that inter-institutional factors and technical factors affecting mutual situation, social organization acquired certain autonomy do not mean necessarily have the opportunity to obtain a higher effect, which still need to take into account other factors that exist in the environment. Simply emphasize autonomy is meaningless.The basic research model based on the above findings and herein may be considered that have the following aspects of innovation or breakthrough:(1) From the perspective of the functioning of the autonomy of social organizations to determine its true role, rather than a single deposit of "Tocqueville-style" ideas, which made a more targeted and operability of the concept of organizational autonomy, and established the validity of the concept by way of factor analysis. Compared with the definition of organizational autonomy from previous studies which were more casual and often based on case studies, generalizing autonomous status of an organization, this article is more reasonable, more rigor and more details to highlight.(2) The majority current analysis focuses on the judgment of the autonomy of the concept of, but these analyses do not take into account the role that play in the role that social organization autonomy play in a particular system. Referenced from the basic logical thinking of new institutionalism, the paper broke the traditional sense and treats the autonomy as a specific intermediary variables instead of a judgment model which the autonomy is seen as a result or specific antecedents. Thereby the paper opened the "black box" of external institutional factors and output from internal workings of the organization. This article provides a new way of thinking of autonomy study and theoretical analysis from the perspective of new institutionalism departure also provides more thought and inspiration for further research.(3) From the perspective of research strategy, the current research on organizational autonomy and more to the case study, and lack of quantitative analysis. This paper discusses the basic theory and case by necessary quantitative analysis tools to conduct a comprehensive discussion system, including the meaning of the autonomy of social organizations, formation mechanism and related impacts on organizational activities (innovation and effectiveness), accompany with important practical value and theoretical significance, the above-mentioned "triangle test" analysis strategy is also a sense of a breakthrough.In sum, we find the restrictive factors of social organizational autonomy in the mediating role between the intermediary role of institutional factors and organizational functions and autonomous functioning. The paper found that the government guidance and support specific social organization by implementing aid policies, and gradually improve their autonomy and make it play a more meaningful role. Subsequent research studies are able to make an in-depth study of the role that social organization autonomy play, based on the prospect given in this article.
