The Organizational Action Analysis Of "Misalignment" And Correction Of Poverty Alleviation Policy Implementation

Policy implementation is the key to achieve the goal of poverty alleviation policy.The implementation of poverty alleviation policy has an important impact on winning the fight against poverty and finishing building a moderately prosperous society.At present,the poverty alleviation work at the grass-roots level is faced with the problem of the "misalignment" of implementation,which restricts the advancement of the whole poverty alleviation work.So what is the mechanism behind the implementation of the "misalignment" of the grass-roots poverty alleviation policy? This study tracks the practice of rural poverty alleviation in Wuling Mountain for three consecutive years,sums up the experience of poverty alleviation,takes the practice of poverty alleviation in M village as an example,and draws lessons from the theory of New Institutionalism of organizational sociology.The frame of "legitimacy-rationality" competition is set up,and the support of township government is analyzed systematically.The choice of action in the implementation of poverty policy puts forward an explanation of concern about the implementation mechanism.The research finds that when the organizational environment of the grass-roots government presents a "strong institutional environment-weak technological environment",the implementation of the grass-roots government's poverty alleviation policy follows the logic of "legitimacy",and "misalignment" occurs in the implementation of the policy.And as long as the "strong institutional environment-weak technological environment" has not been fundamentally changed,the phenomenon of "misalignment" will continue,and may tend to worsen;When the organizational environment of grass-roots government changes to "strong institutional environment-strong technological environment",the soil of cooperative governance can be cultivated,and the "legitimacy" and "rationality" of the implementation of pro-poor policies will be converged and implemented.The "misalignment" was corrected and the loss was repaired.Based on the above-mentioned research,this paper proposes a path to correct "misalignment" and promote accurate execution from the aspects of forward excitation,object empowerment and target concurrence.
