E-government is a new form to show entity government on Internet and a new try which melts administrative affairs and management activities into information technology and network technology. The appearance of e-government has also shown the country’s decision to carry out government management to a great extent, i.e. provide high quality, convenient and quick administrative service for the extensive citizens through the new way of electronic information technology. The core principle of e-government is “citizen-oriented”, which has changed the role of citizens in traditional government affairs completely and become an inevitable reform for governmental service form to adapt to the citizens’ demand.E-government is developed very late in our country. It needs to improve the users’ satisfaction to e-government so as to attract more users to choose the form of e-government. Therefore, the purpose of this text is to establish the system and methods to evaluate the satisfaction to e-government, find out the factors which influence the satisfaction to e-government in our country and put forward the countermeasures to improve the working standard of e-government in our country.Main tasks we have developed in this text are as follows:Firstly, we have studied basic theory framework of e-government under the condition of new media. At first, we have defined the conception of e-government, clarified the subject and object of e-government and analyzed the characteristics of economics and structure of e-government. Then, we have analyzed the psychological foundation of satisfaction and confirmed that evaluation model of satisfaction is the key point of scientific evaluation of satisfaction. At last, we have also put forward basic theory framework of e-government under the condition of new media.Secondly, with the inspiration of CSI model, we has established 3D(Three Dimensional) e-government satisfaction evaluation model in different levels and many indexes and specified index design from “service –satisfaction level” and “technology –satisfaction level”. Starting from the new media, we have amended 3D e-government satisfaction evaluation model in different levels and many indexes further and investigated the influence of the new media to two levels of indexes on service and technology.Thirdly, we have studied the evaluation problems on satisfaction to G2 C e-government based on evaluation index system for satisfaction to e-government amended due to the factor of new media. We have established associated model of evaluation index for satisfaction to G2 C e-government under the condition of new media and designed the solution flow of PLS combined with RBF. We have also made empirical analysis from the levels of service and technology respectively, known the important degree of bottom index and intermediate index to top index and gained the evaluation result of satisfaction to G2 C e-government under the condition of new media.Fourthly, we have also studied the evaluation problems on satisfaction to G2 B e-government based on evaluation index system for satisfaction to e-government amended due to the factor of new media. Starting from evaluation theory on satisfaction to Kano, we have established evaluation framework for satisfaction to G2 B e-government based on Kano model. We have also made empirical analysis from the levels of service and technology respectively, known the important degree of bottom index and intermediate index to top index and gained the evaluation result of satisfaction to G2 B e-government under the condition of new media.Fifthly, we have also put forward the countermeasures and suggestions to improve satisfaction to e-government from the levels of service and technology respectively, including: simplifying the solution flow further, improving response speed further, widening online service scope, perfecting terminal use function of the mobile phone, enriching interaction function and enhancing safety of e-government system.
