Accreditation recognition and lincense system of American higher education is an opencomplex giant system which comprises of political, economic, cultural, material andimmaterial elements. The access time, space and functionality of an orderly process with acomplex structure of accreditation recognition and lincense system of American highereducation have self-organizing features. Based on the system of scientific thought andself-organization theory, this paper studied elements of the relationship, the function, thedynamic mechanism, and operation mechanism of accreditation recognition and lincensesystem of American higher education, and summarized the successful experience ofdevelopment of accreditation recognition and lincense system of American higher education,so as to provide useful references for our county’s construction and development ofaccreditation recognition and lincense system of higher education.Firstly, the paper outlined the research status and progress of the accreditationrecognition and lincense system of American higher education. It specified the deficiency ofcurrent research based on single disciplinary field and traditional educational theory and putforword the basis theoy using in the paper—self-organization theory,we explain every theoyin the self-organization theory including its background,the different analysis point,the mainanalysis ideas, the main analysis conculsions and the relationship among thesetheores.Meanwhile, the paper summarized the connotations of accreditation assessment,recognition,license,and studied the static structure, function, characteristics. It proposed thatthe accreditation recognition and lincense system of American higher education is a complexsystem which consists of legal system, organizational system,standard system, and operatingsystem.These four subsystems are of both mutual restraint and mutual promotion in order toimprove and protect the quality of higher education and it presents a series of features:specialization, standardization, diversification and so on.Secondly, the paper used the theory of self-organization to analyze the internal dynamicmechanism of the accreditation recognition and lincense system of American higher education,in order to investigate its complex structure and self-organizing properties. Studies show thatthe entropy change of the accreditation recognition and lincense system of American highereducation is the prerequisite for showing dissipative structures. Competition and collaborationbetween subsystems is the intrinsic motivation of the accreditation recognition and license system of American higher education’s evolution. It is just this internal mechanism thatenables the evolution of the accreditation, recognition and lincense system of Americanhigher education to show the properties from disorder to order and the unity of self-organizing.Then the paper studied the operating mechanism of the accreditation recognition and lincensesystem of American higher education.Research shows that American society, government anduniversities’mutual restraint and mutual promotion make the accreditation recognition andlicense system of American higher education running orderly, and playing a unique qualityassurance, information services and communication and coordination functions.Finally, the paper briefly reviewed the development process and characteristic of theaccreditation recognition and lincense system of Chinese higher education, and appliedDelphi on the related issues of accreditation to found the possible problems in theaccreditation recognition and lincense system of Chinese higher education, clear its’ trendsand directions. After the comparision of the accreditation recognition and lincense system ofAmerican higher education with Chinese from the accreditation recognition and lincensesystem of American higher education with the accreditation system of Chinese highereducation, the paper pointed out the recommendations and strategies to improve theaccreditation, recognition and lincense system of Chinese higher education. It indicates thatstrengthening the construction of institutional environment and playing sub-system’ssynergies and competition can promote the accreditation recognition and lincense system ofChinese higher education continuing to form more advanced orderly structure.
