Since the middle of 20th century, with the continuous expanding of higher educational scale, the highlighting of higher educational quality problems, the increase of higher education cost and the emerging of public power accountability, higher educational quality assurance has been developed and improved. Up to now, accreditation mode, evaluation mode, auditing mode have been engendered. Meanwhile, some common trends appear in terms of the concept, objective, subject, mechanism, content, method, technology, standard and feedback of quality evaluation.The paper use the new institutional economics theory, sociology theory, and public management theory, utilizing literature method, comparative research method, factor analysis method, hackle the theory and basic model of higher education quality assurance, to explore the history and current status of quality assurance of higher education in four countries, the United States, Japan, Germany and the Netherlands, through systematic analysising the origin and characteristics of recognition of accreditation bodies, comparativing the mechanism, the standards and procedures, requirements of accreditation bodies in the accreditation of higher education used in the four countries. Find similarities and differences, sum up the rules, analysis the reasons of different characteristics of the four countries further. Finally based on the present situation of Chinese higher education, put forward some suggestions of quality assurance system in higher education with Chinese characteristics, broaden the quality assurance in higher education research field to some extent.This research believed that accreditation plays an important role in assuring the quality of higher education. University and college have their own initiatives to be accredited under the market economy condition. The work of accreditation needs participation of the social third-party organizations recognized by government or social agency. Various countries in the world learn from each other. It is necessary and possible for China to carry out the system of recognized accreditation.
