In2012, Comrade Hu Jintao in the18th National Congress of the CPC clearly pointed out that:to improve marine resources development ability, resolutely safeguard national marine rights and interests, construct marine power. Construction of marine power is a systematically social engineering, and it involves in many industries, including shipping power construction is one of the most important parts of the construction of the marine power. National shipping business need most senior specialized talents from the navigation colleges and universities all over the country. And training high quality maritime talents to meet the needs of the maritime career is always the key task of the maritime colleges. Maritime colleges and universities as part of the ordinary universities, its maritime engineering college students after graduation are engaged in shipping business which has unique characteristics of military, internationality, risk and hardship of working conditions, therefore, in college students’ education maritime colleges pay more attention in navigation students’ professional skills education, and to improve the attention degree of their values education is insufficient, values education content is empty, education means relative lag, education mechanism is not sound enough. In this paper it is in the background of the research on. This paper consists of five parts:The first part,introduction. On the basis and significance of topic selection, this paper analyzes the present situation and the results of the major at home and abroad on navigation college students’ values education research, and finally summarized the research’s train of thought, method and basic framework.The second part, maritime engineering college students’ values education overview. Firstly, this paper elaborates the value’s nature, as well as the connotation and characteristics of the values. Secondly, it defines the meaning and structure of the college students’ values, and analyzes the college students’ values education formation, and summarizes the development process of the undergraduates’ values. Thirdly, it clarifies the connotation of the navigation students’ values, combs up the track of navigation students’ values change, and summarizes the navigation major college students’ values change trend. Fourthly, it analyzes the necessity of education on the college students’ values education of the maritime engineering college students, and elaborates the connotation and structure of the maritime engineering college students.The third part is the present situation of maritime engineering college students’ values education. Firstly, it observes navigation engineering college students’values status in three aspects perspectives:maritime engineering college students’ particularity, the present situation investigation analysis of maritime engineering college students’ values; maritime engineering college students’ values existing problems. Secondly, from four aspects, this paper clarifies the navigation major influence factors of college students’ values:family influencing factors; school influencing factors; shipping development influencing factors; culture influencing factors. Thirdly, it summarizes three contradictions of the navigation major college students’ values education existing: The contradiction between educatees need to grow healthy and the vague values education content. The contradiction between educatee subjectivity accepts needs and lag of the values education mode. The contradiction values education operation needs and unsound mechanism of values education.The fourth part is about maritime engineering college students’ values education goal and content. Firstly, it states the navigation major college students’ values education goal from two aspects of the target orientation and goal setting. Secondly, it generalizes the three principles of the navigation major college students’ values education content to establish:the domination and the diversity unification; nationality and open unification; heredity and development unification. Thirdly, it summarizes five contents of the navigation major college students’values education:the socialist core values education; collaborative maritime teamwork spirit education; maritime environmental protection consciousness education; seafarers’ physical and mental quality education, devoted to maritime career education pride.The fifth part, states maritime engineering college students’ values education countermeasures. Firstly, it states the three basic principles of setting maritime engineering college students’ values education:maritime engineering college students’ values education theory combining with practice; maritime engineering college students’ values education inculcation combining with guidance; maritime engineering college students’ values education teach by word combining with by one’s own example. Secondly, put forward the four basic approaches of innovating maritime engineering college students’values education:construction with distinctive characteristics of the navigation campus culture; playing maritime engineering college students’ main body role; strengthening the maritime college network media’s position role; exploring the new model of the navigation major university students’ social practice. Thirdly, it puts forward the four operation mechanisms of perfecting maritime engineering college students’ values education:perfecting maritime engineering college students’ values education overall education mechanism; perfecting maritime universities maritime engineering college students’ values education coordination control mechanism; perfecting maritime engineering college students’ values education science evaluation mechanism; perfecting the environmental education mechanism for maritime engineering college students’ values education.
