This article studies the Japanese professional football management system deeply. The malpractice of Chinese professional football management system is indicated by comparative analysis, and the direction of management system reform in China is proposed. Japanese football professional management core institution is the Japan Professional Football League (J League). Japan Football Association occupational federations entrusted the right of joining the qualification system to the J League in order to maximize the effectiveness of J League. Though J League is an affiliated Union Organization of Japan Football Association, but it has the independent limit of power on federal management. Japan Football Association supervises the J League by guidance and assistance in the form of expression. Both the superior-subordinate relationship, and each has an independent legal personality of mutual collaboration. Japanese professional football system was formed under the effect of a combination of factors, such as the political, economic, cultural traditions, legal, education, sports its own level of development. And political system, economic system and legal system on its formation have played a decisive role in decision management system external framework. Development of culture, education, sports and other factors affected the intrinsic characteristics of the management system. Institutionalize regulatory and public transparency, democratic decision-making mechanism, emphasizing service-based management supplemented by the management philosophy are the characteristics of Japanese professional football management. There is a big difference between J League and the European professional football leagues. Nature of the European professional football leagues are joint-stock companies. And the aim of them is to pursuit of maximization economic profit. But the development goal of the J League gives consideration to the football business and economic interests. The evaluation of J League development does not just look at the commercial scale but the target business. Professional football club in J League now are more than4times at the beginning. J League improves Japan football level in the world. J League financial affairs basically maintained a balance of revenue and expenditure, but clubs’ development is imbalance. Business profitability tend to be malignant, and the main puzzled problem of J League clubs development is financial affairs.Compared to Japan, Chinese football management system of professional occupational federations are missing from league organization. Management regulations are relatively complete, but complex. And they change arbitrary, under efficiency of implementation, lack of regulatory and enforcement procedures, and so on. Management system of the effective implementation regulations isn’t established. The outstanding feature is’rule by men’, and the ’rule of law’ feature gradually weakened. Management system reform of Chinese football professional difficulties come from the contradiction between ’rules and regulations’ and ’system’. From a football professional reform result:China football professional is an imitation of the external framework of European football model, and hasn’t learned and used its intrinsic nature. In fact, it is a technical imitation, which resulted in late inferior position. Future reform is still not changed in ’rules and regulations’ and ’system’ on the plight of conflict. We should learn from Japan to establish democratic decision-making mechanism and take into account the interests of the parties involved in the professionalism of football powers. Combined with China’s national conditions, football professional management system with Chinese characteristics should be established.
