Research On The Reform Of Professional Football Management System In China

As the largest sports in the world,football not only has a wide audience in the world,but also be loved by the Chinese.Chinese football has always had a unique advantage both in terms of policy support and access to resources.However,at the same time,the stagnant achievements of the national team,the match-fixing matches and the black whistle have not only greatly hurt the national feelings,but also make more and more people and scholars reflect on the future of Chinese professional football under the "national system" Going.Taking the reform of the management system of professional football in China as a sample to study not only because football has a huge social influence in China,but also can reduce the resistance to reform as much as possible.It is also because the cost of football reform is low and it will not affect the overall work of China's sports industry.It is particularly important that the reform of the management system in the football field will play an important role in advancing the reform of China's government management system,and I hope to develop a demonstration effect at the same time.On the basis of reviewing the history of the reform of the professional football management system and clarifying the status quo of the professional football management system in our country,and taking the rule of law,organizational structure,power allocation,power optimization and functional orientation of the management system as the analytical bases.There are five major problems in our professional football management system: the legal system has not yet been fully constructed;the legitimacy of the source of power has not been clarified;the separation of management and administration has not been successfully completed;the vacancy of professional associations and the complicated interests disputes among market participants have emerged.After analyzing the management systems of England,France,Italy and other advanced football countries,this paper summarizes some common features of its management system.Under the guidance of scientific management concepts,all countries clearly define the roles and responsibilities of professional football management entities.They then fully implement the concept of democracy in an open and transparent management process to form sound decisions and act in strict accordance with the law to ensure the efficiency and effect of management decisions.Of course,this article also clearly recognizes that the Chinese Football Association is still performing government functions to a large extent under the circumstances that the reform is not yet fully implemented.Therefore,this paper believes that the focus of improving the professional football management system in China is to effectively implement the transformation of government functions and to rationalize the government.The relationship with the market begins with the implementation of “separation of management from management”,the construction of professional alliances,the promotion of the rule of law,the coordination of management relationships,the establishment of multisubject interests,and the reconstruction of organizational power structures.We will improve the club governance mechanism and construct a sports dispute relief system to promote all aspects of the professional football management system reform in China.
