Educational policy is the process and activity about value choice initiative based on meaning express and direction regulate in education. At the same time, it is also concentrative expressions of social-political principles and behavior in the field of education, reflects the close relationship between education and politics in a country. Research on value basis of education policy from the perspective of political philosophy, is order to educational policy activities as the research object, value philosophy and value theory as the analysis tool, political philosophy as the interpret framework and route, construct the value basis system of educational policy with hierarchy clear and logic close by different principles and value goals.Educational fairness and educational justice is the basic value of education policy, it is the value premise that affect and determine legitimacy of educational policy. Educational fairness and educational justice is the embodiment and extension from ideas of fairness and justice in political philosophy. The pursuit to education fairness value in the process of educational policy, on the one hand, need to update the concept, innovate mechanism, perfect the legal system, improve the system and establish public education policy system, on the other hand, it needs confirm, select, implement and establish the education equity value in the formulate, excute and assess main processes of educational policy. The pursuit to education justice value in the process of educational policy, procedural justice, distributive justice and substantive justice determines and restricts premise, content and result of justice value in educational policy. The legitimacy of educational policy refers to the value choose of educational policy conform to social norms, customs, traditional culture and the mainstream ideology, it shows that legitimacy, fairness, justice and benefit in the value choice of educational policy.Educational democracy and educational rationality is the core value of education policy, it is the value guarantee that affect and determine the effectiveness of educational policy. Educational democracy is special reflect from democracy ideal of political philosophical in the field of education. Educational rationality is a kind of bounded rationality norm and orientation based on rationality, it follows regulations of human development, educational development and social development. Purpose, regularity and scientificity are the substantive characteristics. Educational policy decision-making is the core process and link of education policy activities. The democratic decision-making of educationa policy under the guidance of educational democracy, government has been the first responsibility, at the same time, it needs extensive participance and cooperation by more ordinary citizens, experts, scholars, teachers, mass media and educational stakeholders. Education scientific decision-making under the guidance of educational rationality, we first need to hold educational rationality essence in the scientific decision-making of education policy, improve support and contribution to scientific decision-making of educational policy, establish a reasonable decision mechanism and agenda of educational policy, optimize motion rule of educational policy, lay emphasis on assessment, analyse of risk and experiments in educational policy decision-making, establish a sound monitoring and evaluation mechanism of educational policy decision-making, on the basis, construct scientific decision mechanism of education policy. The effectiveness of Educational policy means that establishment of ideal policy value target, conditions and standards for policy targets into policy results.it demonstrates effectiveness in the choosing and creating value process of educational policy.Educational good is the ultimate value of education policy, it is the value power that affect and determine developmental characteristics of education policy. Educational good is the embodiment and practice from good idea in political philosophy. Educational morality and educational interests are essential characteristics of education good. Educational policy practice under the guidance of education good value is based on education good, by good governance, aim to public education interests maximization. The realization of practice profit from set up the value orientation of educational policy that respect education subject diversification, realize symbiosis of individual interests and common interests, give full play of the "policy contract" role in gambling of education interests, construct the negotiation mechanism for decision-making of educational policy, establish the perfect monitoring mechanism for educational system, play an effective regulation of education evaluation on educational policy and establish and perfect the guarantee mechanism focuses on public financial funds investment for educational policy. Developmental characteristics of educational policy include relative stability efficiency, dynamic adjustment and timely telicity. It shows that generativeness and openness in the value choice and realization of educational policy.The value foundation of educational policy has specific logical structure, and also has its own essential mechanism--educational interests mechanism. Educational fairness and educational justice, educational democracy and educational rationality, education good have been constituted organically the value foundation level system of education policy. In the process of educational policy, which runs through process which adjust, integrate and distribute for stakeholders interests in the educational policy activitis. It is a cyclic and dynamic cycle process which maximizing the public education interests.
