When we make a general survey of the urbanization process of developed countries, we can find all of them have completed occupation education systems as their support of economic development,most developed countries regard the development of occupation education as the first strategy to improve the comprehensive strength and competition strength. During the procedure when our country becomes industrialization and urbanization,at the key moment when China’s industrial structure improves and economic development orientation change,society has a great eager to technical talents, the strategy status and function of occupation education is more and more obvious, China stands at the strategy level of "science and education promte the country ", in the governments’ important documents and words of our leaders," occupation education is important basic of economic development and the strategy focus of education work".Chongqing,as the first experimental area of urban-rural comprehensive reform which the country authorized,the strategy status and function of occupation education in Chongqing become more obvious. Occupation education shoulders important and historical missions and responsibilities to train skilled talents, improve the national education system structure,.Therefore, promoting the economic coordinative development by pushing occupation education to balanced develop in urban and rural areas has become an important task of urban-rural comprehensive reform of Chongqing and an important strategy education development of China.However,as for the actual developing state of China’s current occupation education especially the secondary occupation education,the strategy development status of occupation education is not sure actually.There are also many endogenous problems that the scale, structure, pattern and quality of secondary occupation education can’t match the urban-rural comprehensive development The problems restrict the occupation education from promoting the economic and social development, impede occupation education from ensuring it’s strategic status, which is not benefit to China’s economic and social coordinated and sustainable development.Therefore,studying the coordinated development problems of urban-rural interaction of secondary occupation education seriously and achieving balanced development of occupation education in urban and rural areas and coordination between occupation education and economic society are not only conducive to the strategy development of secondary occupation education itself, but also conducive to break the urban-rural dual system, and promote the coordinated development of economic and social work in urban and rural areas,which is of great strategic significance and practical guidance.Considering the conjunction point of Chinese occupation education strategy development and urban-rural comprehensive reform,from the angle of comprehensive urban-rural development, on the basic of guidance of education regularity theory of internal and external relations.dual economic construct theory, manpower capital theory and relative documents study, the paper uses professional knowledge such as:philosophy,pedagogic, economics, sociology, statistics etc,and research methods such as:a deal with questionnaire survey, statistics,model construction, Literature research and Theoretical study etc, at the same time,it obeys the "theory-practice-strategy" logical thought to form theory suppose of coordinated urban-rural interaction relationship of occupation education. According to this suppose.the author researches urban-rural development factors of occupation education in Chongqing with the help of some documents refers to occupation education.analyzes main problems and reasons of insufficient interaction in the process of urban-rural comprehensive development,still explores the special internal interactive way and external guarantee system of urban-rural balance of occupation education in Chongqing,which makes huge contribution to Chongqing’s even China’s urban-rural interactive development of occupation education.the following contents are the main ideas and creative points of the studyFirstly, the thesis explains the strategic status of the occupation education. The study adopts the methods of literature research, comparative research and historical research, mainly deals with the connotation and characteristics of the occupation education, occupation education function, clearing occupation education value. Strategic status of occupation education under urban and rural comprehensive development is clarified from the economic and social development, national education system and man’s all-round development the three angles,it also deepens people’s understanding of the strategy development and coordinated development of urban-rural comprehensive development in education,so promotes the update of concept. Secondly,the thesis combs the strategy development relationship between secondary occupation education and urban-rural interaction coordination After making use of the theories and methods like:regional economics, education, statistics and other disciplines, author comprehensively analyzes the coordinated development relationship between the secondary occupation education and the urban-rural balance, reveals interaction and coordination of connotation development "four elements" of secondary occupation education and collaborative development of the external guarantee mechanism "four overalls" in order to provide theory basis for exploring the vocational education in urban-rural development strategy, which promotes theory level of exploration innovation.Thirdly, the thesis analyzes the reasons why there is a short of interaction and cooperation in urban-rural comprehensive development of secondary occupation education.the study adopts the methods of historical research, comparative research and literature research,survey research and statistics research.From the six aspects of secondary occupation education: thought and conception, system and mechanism, resources and configuration, structure and layout, mode and orientation, quality and guide and so on,author carefully discusses real situation and reasons of insufficient interaction problems of urban-rural comprehensive development of secondary occupation education in Chongqing so as to put forward Chongqing’s strategy policy of urban-rural comprehensive development of secondary occupation education in focus,which makes the innovation where we can use several research methods on the development of occupation education.Fourthly, the thesis explores interactive connotation development strategy urban-rural of the secondary occupation education and its guarantee system. The study adopts theory model construction,analysis inference positive investigation,data analysis and statistics research to attempt to put forward strategy design and detail policy in the process of interactive connotation development strategy and external collaborative guarantee system urban-rural of the secondary occupation education,mainly illustrates interactive coordination of "moderate scale development strategy","equalization structure adjustment strategy","group mode innovation strategy","standard quality management strategy" such four great strategies and collaborative development of "overall development planning ","overall development policy "," overall management system "and "overall co-ordinate the allocation of resources" such four overalls. All these provide scientific basis for governments’ decisions and promote the innovation on research results and employment levels.For example,in the research on "moderate scale development strategy",we use SPSS software and multiple regression to construct the predict model of secondary occupation education;in the research on "equalization structure adjustment strategy",we come up with "one circle,two wings,three collaborations "such structural adjustment of thought;in the research on "group mode innovation strategy" we makes theory expansion and system innovation for group development mode of occupation education;in the research on "standard quality management strategy",we complete standard quality management and guarantee system of the secondary occupation education;in the research on "four overalls" external collaborative guarantee system,we break old,limited understanding that we consider occupation education security as people,money,materials.We set up a dynamic linkage system of scientific development of occupation education,make connotation analysis and function definition for every guarantee system by using comprehensive analysis methods,and so on.A study on the interactive development of vocational education and urban and rural areas is a complex systems engineering, involving many factors, and many unresolved problems, all these need to carry on continually multidisciplinary, multi-angle studies to reveal its internal law and grasp the essence. This paper mainly discusses the basic theory, interaction mechanism, the connotation of interactive development strategy and external linkage guarantee system of interactive coordination development aiming at interactive coordination development of vocational education and urban-rural development.However,many ways are just skimmed, many theoretical problems remain to be studied and dug deeply, there are also considerable and real problems wait for solved, this study is just a simple study, just for more precious works.
