The problems this thesis studied belong to the balanced development of basic education research. Based on the policy studies, to discuss the balanced development of compulsory education. This thesis, basing on the balanced development of basic education, theory of education, educational ecology and educational policy studies, carried out a research on the developing process of compulsory education in YanBian Chinese-Korean Autonomous State, studied the evolving of the policy of compulsory of YanBian area and studied the unbalanced developing phenomena in compulsory education of YanBian area, to analyzing the reasons of policies which caused the unbalanced developing phenomena, by using the bibliography methods, investigation methods and comparative methods. Meanwhile, the thesis stated some countermeasures on policies to dwindle the unbalanced phenomena. The contents dissertated are as follows:Firstly, considering from the governors, the balanced development of education is to guarantee the rights and onus that each one has to receive the same standard education by laws and policies. Meanwhile, by carrying out the policies to distribute the resources reasonably among the schools to provide each one the same service of education to reach the result that each one has the same opportunity to gain education and success. From the educatees, the balanced development of education is that all the children in the same area should receive the same education which is going on in the same condition of being educated and schools in different area should not be existing the great gap. For the schools, it is to enhance the whole education to develop by being given the same support of money, teachers, investigating etc.Secondly, summarized the features of the compulsory education in YanBian area, which has nationalities of Chinese-Korean, draggling, otherness, decentrality and levity characters.Thirdly, summarize the features of the policy of YanBian area on compulsory education, which has the features of enhancing the developing education of Chinese-Korean, ensuring the basic need of education, narrowing the gap of education in different area and different nationalities, showing the obvious features of Chinese-Korean, materializing fairness.Fourly, WangQing, LongJing, HeLong, AnTu, Which are the draggling area of compulsory education in YanBian area. DunHua's compulsory education falls behind the whole level too. The conditions of holding schools are greatly different which not only shows on the quantity but on the quality as we11. Generally speaking, the condition of middle schools is better than that of primary schools.Fively, by reviewing the history and analyzing the status quo of policies on the compulsory education, to state the existing policy problems which mainly focus on its making and carrying out. The problems mentioned are as blows: The policy on moneycan not narrow the gap betweenSixly, considering consummating making of policies and laws, making methods to carry out the policies and laws, building the monitoring system of policy- carrying out, to advise to build the guarantying system of policy-making and carrying on compulsory education in YanBian area.
