At present, China is in the key stage of accelerating developing the modern vocational education. However, there are various contradictions affecting the process of modernization of vocational education. The biggest bottleneck is the mismatch between national vocational education development strategy and national consensus as well as conscious action, which due to government, vocational schools, enterprises and industry failed to form the "join forces" and the uncoordinated development of vocational education and society. Therefore, this study introduced the community theory and its quintessence into vocational education. Following the rules of vocational education, this study analyzed the evolution history of vocational education community through the construction of vocational education community theory; examined the construction model of contemporary vocational education community under international perspective; reinterpret the lessons of experience and problems in development of vocational education in our country; then profoundly rethought path dependence of vocational education development in China, which in order to thoroughly break the narrow thinking of single "school vocational education", so develop the high-class modern vocational education with Chinese characteristics.Vocational Education Community is a historical concept. It has various forms in different historical stages in order to respond to the demands of the times. Also, it is the main orientation or paradigm of vocational education development within a certain period. Dynamic, multi-composing, integrity, industry-oriented and diversity are the main characteristics of Vocational Education Community. Actors of vocational education, links ties, recognition and consensus, interactive mechanism and rules, endogenous, endogenous limiting factors are the main influencing factors of Vocational Education Community. Through the historical analysis of Vocational Education Community we can reach the following conclusions. It is ethical vocational education community in the Agricultural society. The guild apprenticeship is the main form. It formed spontaneous order between master and apprentice, which belongs to the category of family original community. In the Industrial society,"artificial order" replaced "spontaneous order". And, the school became the center of education and is endowed with almighty social function. It embodied the traits of "other" and "tools"."Factory-school" became the main form of vocational education community, which belongs to "instrumental" vocational education community. With the coming of globalization, informatization and innovation of science and technology,"cooperative" vocational education community become the dominant paradigm in the development process of vocational education.From the international perspective of the construction process of "cooperative" vocational education community, it can be divided into three stages and four models. The three stages include the embryo stage, the forming stage and the mature stage of "cooperative" vocational education community. The four models include government-driven mode, school-based development driven mode, enterprise development driven mode and social intermediary organizations promoting mode. It provides guidelines and operational model for China’s development of "cooperative" vocational education community.Through the interview with the related subject of the eight vocational schools, we can summarize the characteristics of China’s current "cooperative" Vocational Education Community in the construction process as follows:Top-down governmental administrative drive is the main thrust of the construction; vocational institutions is the main executor of the construction;"Acquaintance society" is an important path to establish relationship between the main stakeholders of vocational education community. There are several problems in the process of constructing China’s "cooperative" vocational education community:lack of motivation of cooperation; the separation between school and industrial economy; the lacking of platform for cooperation between stakeholders and the imperfect of assurance mechanism; the simplification of model of constructing vocational education community etc.The problems were review under the background of the times and the national strategy, so as to reflect how to develop and perfect China’s "cooperative" vocational education community. Then put forward the development pathway of occupation education. From policy intervention to conscious action, promote the collective identity of vocational education; from conflict to harmony, the key stakeholder should play their respective roles and lead to synergy; from tool to value, to realize the combination of "supply oriented" and "consumer choice", focus on students’ development, resolve the crisis of school development; from centralization to decentralization, the government should establish cooperation platforms and the safeguard mechanism, make school-enterprise cooperation shifts from administrative-driven to independent action; from single to multiple, encourage diversified body to run school, promote the diversification and the coordinated development model of vocational education community.Overall,because of the basic theory of vocational education in our country is relatively scarce,the research on vocational education community can rich theory of vocational education and advance the construction of vocational pedagogy discipline. Potential practical value is that to promote government, vocational schools, enterprises and other relevant subjects form resultant force, and provide the path choice for the promotion of vocational education development, At the same time, helps to boost integration of diversification vocational education school-running mode and regional economic.
