To cultivate citiaen is an important mission of the modern school education. The culture of the citizens is a long and slow process, which needs multi-channel and full guidance. One of the most important way is to build the school life,which is consistent with the spirit of the civil society. However, the freedom,democracy,equality of school life is not formed naturally,it relies on the support of the school institutions. The existing primary and secondary school have defects, from construction of institutions to the whole school life, which are not conducive to the growth of the spirit of citizenship. In this sense, change the school institutions in order to advance the overall school life is particularly necessary. However,for a long time,people simply put the school institutions as the static rules.The analysis of the school institutions also is limited to analysis rules text. Such an analysis is necessary, but it can not fully reveal problems of school institutions. Because the school institution is the unification of the rules and action. Analysis of the school institutions requires not only from rules text,but also from the school life which is the carrier of the school institutions to search the problems in the formulation and implementation process.School as an institutional existence, the whole school life is under the institution,institutional is an important feature of school life. The school institutions is always the institution in life, the purpose of existence and development school institutions is to provide the necessary support to the school life. Based on this unity of the school institutions and school life, we propose the concept of the school institution life.The school institution life is the school community members in school public domain, who around the student full and free development,and use the school institutions to launch a public, normative and rational way of life. From internal elements,the school institution life includes subject of school institution life,field of school institution life, the purpose of school institution life and the regulatory factors between subjects. From the morphological structure, the school institution life includes school institution, institutionalized patterns behavior and institutional spirit.Of course, the school institution life can not cover the whole school life, which has its own boundary inevitably. In other words, school life also shows non-institution and routine,the school non-institution life is also an important part of school life. The school non-institution life is personal and non-organized groups outside the scope of the school institution,,who use ethics,traditions, customs, common sense to adjust the non-institutional, routine, private consumption activities, exchanges, ideas activities and so on.In this way, the school institution life and the school non-institution life work together to build the school life.As a way of life activity, the school institution life reflects value pursuit. The basic value of school institution life is to manage school life, and form of education order,its terminal value is to defend educational freedom, and then cultivate students to be in conformity with the requirements of the modern civil society qualified citizens. The Implementation mechanism of school institution life include expected mechanisms, constraint mechanism and incentive mechanisms.Of course, not all of the school institution life has these value, only democratic school institution life has the order value, freedom value and the value of civic culture. The democratic school institution life is free, equal, individual, legal life. The purpose of democratic school institution life is the full and free development of student. The subject of democratic school institution life is independent creator, who brings the construction of school institution life into his own life. And his action is based on best school system. In the case, the school institution life is a part of his life. The democratic school institution life means democracy reflected in all aspects of life. As the field of democratic school institution life, the school public domain also reflect democracy.Contrast to democratic school institution life,the current school institution life deviate from democracy, which is alienation—such as subject unipolar, space of boundary extension, inefficiency of the regulatory factors, tool purpose. There are many reasons lead to the alienation of current school institution life. Among them, the problems in current social economy, politics and culture,and the unreasonable of school institution itself are the important reasons. The unreasonable of current school institution reflect as the school institutions structural elements missing, generalization of the school institutions, the injustice of the school institutions, tool value orientation of school institutions. Therefore, if we want to achieve the reversion of the school institutions, we should not only have to create civil society,which can overcome shortcomings in current social economy, politics, culture,and also need to innovate on the existing school institution. Student assumption is theoretical premise of the school system innovation. When we design the school institution,we should believe in this view that our students can become rational actors, understand and follow rules, and can be responsible for no fault of themselves. The growth needs of students is different in different ages,so, the growth needs of students is practice starting point of the school institution innovation. Against the current institutions problems, procedural justice and citizen participation are the important path in school institutions construction.
