This paper undertakes an investigation into the factors which affect the policy implementation of school football with the analysis of the stakeholders, their interest demands and the interest competition at different levels. Such research methods as literature review, questionnaire and statistical analysis are applied. Based on interest game theory, the theory of public policy implementation and stakeholder theory, models of interest game on school football are built. Effective ways of coordinating the interests are proposed. The main conclusions of the paper are as follow.Firstly, This paper, by analyzing the policy implementation theory, argues that the main factors that influence the policy implementation include executing agents, target groups, executive mode, policy making and execution environment.Secondly, according to the stakeholder theory,14 stakeholders concerning the implementation of school football policy are finally identified including Department of Physical, Health and Arts Education, China School Sport Federation, Department of Adolescent in General Administration of Sport of China, Office of National Youth Football and so on. Meanwhile, various interest demands of these stakeholders are investigated through questionnaire. The core interests are finally confirmed.Thirdly, due to the differences in these interest demands, two types of the interest competition exist among these stakeholders. One is on the level of supervising---managing, within which stakeholders are in the symmetric subordinate relationships; the other is on the level of competition---cooperation, within which stakeholders stand in different systems. The representations of interest game on each level show variety. The former manifests as holding back policy documents, implementing policy selectively, making short shrift, implementing policy incompetently and so on. The latter shows divergences in determining policy nature, the overlaps between functions and powers, the lack of cooperation and the "free riding" among policy subjects.Fourthly, on the premise of Comparative Beneficiary, the paper sets up two interest game models on the implementation of school football policy. They are supervising---managing model and competition---cooperation model. By solving, analyzing the models and carrying out case examinations, the result shows that the main parameters that influence the policy implementation consist of regulatory cost, reparable losses, cost for reconciliation, losses caused by policy resistance, payment in investigating success rate, executing the partition of the total cost and interest demands.Finally, the important approach for the effective implementation of school football policy is to coordinate and remain harmonious and balanced relationships among the interests of stakeholders. The main strategies are composed of reaching an agreement on the implementation of the policy and integrating the various interests. The former lies in the science and operability of the policy. Besides, the authority and duty should be divided clearly among the departments of policy formulation and implementation. And in the system of school football policy, the degree of openness is supposed to be enhanced. For the latter, the enforcement mechanism needs improving. So do the rules and parameters in interest game. The interest demands from various stakeholders ought to be respected. The interests of regional executing agents need to be directed and satisfied reasonably. Lastly, the organizations of policy formulation and implementation should be rearranged.
