Research On The Implementation Of Campus Football Policy In Nanchong City Based On Horn Mitt Model

The foundation of the country is education first,and the first is physical education.However,in the exam oriented education centered on "intelligence",the development of morality,physical,beauty and labor has been ignored,especially physical exercises,so many people talk about the color change of "body",which has caused the continuous decline of students’ Physique in the past 30 years.Youth is the foundation of a powerful country.Only when young people are strong,can the country be strong.But a series of problems such as myopia,obesity and aging diseases are all reminding us that the "young people are not strong" nowadays.Therefore,the six ministries and commissions of the state raised the opinions on strengthening the work of national youth campus football in 2015,and then put forward that the educational effect of football should be stimulated in the campus,so as to improve the physical and mental quality of the youth group and realize its overall development.Under this background,campus football has been widely developed in the whole country.But with the development of campus football activities,various problems are gradually emerging,and the implementation of campus football policy has become a hot issue.Based on the literature method and the scientific research methods such as questionnaire and field investigation,this paper embeds the Hohn mitt policy implementation system model into the implementation of the campus football policy in Nanchong City.It focuses on the objectives and standards of policy implementation,the resources of implementation,the communication and coordination between the executive organizations,the characteristics of the executive agencies and the system resources,and the staff tend to six factors Based on the analysis,the optimization strategy is proposed.It can provide reference for improving the implementation effect of the school football policy in Nanchong City and serve the reform and development of school sports better.The first three parts are mainly about the background,shortcomings,direction and purpose of the development of Nanchong campus football.It also introduces the relevant concepts,theoretical basis of the paper and the relevant research situation of domestic and foreign scholars.Then,it summarizes the research object and analyzes the research methods and research routes.The fourth part is the research results and analysis,including the school football policy combing in China,Sichuan and Nanchong campus football policy,Nanchong campus football policy implementation status analysis,Nanchong campus football policy implementation of the main problems analysis and optimization of Nanchong City Campus football policy implementation countermeasures.The main problems are: the implementation objectives and standards of Nanchong campus football policy are unclear,teachers are insufficient,executive cognitive limitations and the implementation resources allocation is not coordinated.The following optimization strategies are put forward in order to solve the problems existing in the implementation of the policy of Nanchong campus football: 1)to clarify the objectives and standards of Nanchong campus football,2)to optimize the resources of school policy implementation through multiple channels,3)to improve the communication and coordination system for policy implementation,4)to improve the organizational ability of the implementation organization of the campus football policy,5)to build a good policy implementation system environment,6)to guide the political policy Policy executives form correct policy implementation concepts.
