To provide the education public services is the basic function of the government.To increase investment in education and promote the regional balanced development ofpublic education is not only an important method to promote economic development,but also an important measure of social justice. The development of public educationneeds the financial support. To a certain extent, the level of public educationdevelopment has the mutual promoting effect with the level of economic development.The scholars have not drawn an insistent conclusion on the influence of the regionaleconomic disparity on the educational public service. Taking Jilin province as anexample, this paper carry out some exploratory research on the influence of countyeconomic disparity on the education public services.Since1978, the policy of reform and opening up is implemented in China, whichhas greatly effect on the economic development of different regions. After30years ofrapid economic growth at the same time, the economic gap between the East, middle,West three big area expands unceasingly, continue to expand the income gap betweenurban and rural areas and the problem of low level, public utilities, the equalization ofbasic public services such as the absence of increasingly severe, these problems in ourcountry at present and in the future a longer period of time. Sustainable economicgrowth and to establish a people-centered harmonious society caused great adverseeffects.Based on the extensive reference of theoretical studies and empirical analysis, weselected40counties of Jilin Province as the sample data, to the county government asthe research object, highlighting the local governments bear the responsibility ofPublic Investment Reality, do some researches focus on the regional economicdisparity in Jilin province to teach a child of the public service, which has importantthe academic value and practical significance. Specifically, the main contents westudied include the following aspects:First, we measured the regional economic disparity in Jilin province, and madethe analysis of its dynamic evolution process. We selected GDP growth rate, GDP percapita, analyzed Jilin province regional economic development level, economic efficiency, the driving force of economic development. Through the calculation ofstandard deviation and variation coefficient of two statistical indicators, we measuredthe absolute change of the regional economic disparity in Jilin province. Using theexploratory spatial data analysis, we calculated the global auto correlation of Moranvalue and local Moran dispersion, to analyze the change of regional economy in Jilinprovince. We found that Changchun and Songyuan formed a diffusion effect area, theeast and west area in Jilin province formed a low growth zone, Yongji and Yitongformed a sag, Yanji formed a polarized effect region of eastern area. GDP per capitashowed equalization trend after2005, but the spatial structure characteristic is notobvious.Secondly, we measured the regional disparity of education public services in Jilinprovince, and analyzed its dynamic evolution process. Using public education financialinvestment ratio, per capita financial input in education, average education financialinput indexes and the teacher-student ratio, we analyzed the regional difference ofeducational public services in Jilin province; calculated the standard deviation andcoefficient of variation, and analyze the absolute change and the relative change of theregional gap of education public services in Jilin Province. We found that educationinvestment in Jilin province accounted for the existence of the regional differences, theaverage fiscal investment of education and teacher-student ratio raised sharply,regional gap of educational investment is gradually narrowing, the teacher-studentratio of primary school existed huge gap, the coefficient of variation and standarddeviation showed the gap is expanding.Thirdly, we made the empirical analysis on the influence of regional economydisparity on the education public service in Jilin Province, Through the qualitativeanalysis of the influence factors of educational public service, including the followingaspects of economic and social development level, the ability of providing publicservice, fiscal decentralization is the representative of the system, the space effect, thecorresponding selection of per capita GDP, the level of industrialization, fiscalexpenditure accounted for GDP ratio, fiscal transfer payment ratio, the total financialthe value added tax expenditures in fiscal revenue in the proportion of investment infixed assets investment and state-owned fixed assets accounted for more than thenumber of reference index; empirical test model of economic convergence hypothesis,econometric model influence the establishment of regional economic difference ofJilin province for the education of the public service, using an empirical analysis of the spatial panel econometrics method.We found that the local government for education public service investmentgrowth depends largely on its historical input level, namely the history for educationpublic service into a larger area, increase the tendency to more substantial educationfunding of public services, in this paper the sample range, there is no convergence mayappear, namely, development trend Education equality of public service, the resultsshow that the regional disparity of education, public services in Jilin province isexpanding. Stage, the economic and social development of public service supplycapacity has a significant effect on education public service investment growth. On thewhole, relatively developed economy, fiscal ability strong area in the expansion of theaverage education financial input, compared with other regions, does not appear theeconomy and supply ability, that these regions of the average education financialinvestment growth, relatively speaking, slower than its economy and supply capacityto enhance the speed, to have equalization public service education in all areas of acertain extent. Fiscal decentralization system has a significant effect on educationpublic service investment growth. If the state investment in fixed assets accounted formore than a strong measure the degree of fiscal decentralization of government underthe basic construction expenditure bias of words, in the local government have bothcapital expenditure and investment in public services, fiscal decentralization systemdoes lead to biased government expenditure for capital construction, so that studentsare the input of the education finance relative slowdown in the pace of growth for theregion is relatively backward economy,; the way to pursue not beneficial to theincrease of education investment in public service equalization of public service,resulting in education increases the difficulty in each area implementation.Finally, based on the above research conclusion, according to the regionaleconomic development and public service economics theory, combined with the actualsituation in Jilin province, we puts forward the suggestions for public educationservices equalization of Jilin province.
