| With the development of China’s economy and the improvement of people’s living standards,the pursuit of health has become a mainstream value trend.The development of mass sports is related to the well-being of people’s livelihood,and a sound public sports service system is an important basis for realizing "Healthy China"and "Sports Power".How to improve the level of the supply side of public sports service and effectively meet the increasing demand of the public for sports has become an important subject for the development of mass sports.At the present stage,the problem of public sports service supply in Jilin Province is becoming increasingly prominent,and it is necessary to seek innovative supply mode to expand the supply dimension,optimize the allocation of public sports resources and improve the quality of public sports service.From the perspective of collaborative governance theory,this paper explores the internal operating rules of public sports service development in Jilin Province,improves the theoretical system,optimizes the practical path,and innovates the public sports service supply mode,so as to promote the sustainable development of public sports service system in Jilin Province.In this study,the literature method,interview method,mathematical statistics method and comparative analysis method were used to analyze the current situation of public sports service supply in Jilin Province,explore the existing problems and causes of public sports service supply in Jilin Province from the perspective of collaborative governance,and put forward the optimization path to solve the problems.The main research contents are as follows:First,the basic theory,mainly including the research background and significance,domestic and foreign relevant research,research ideas and methods,research innovation and deficiencies.Defines the concept of public service,public sports service and public sports service cooperative supply.This paper expounds the connotation of collaborative governance theory,and compares it with new public management theory,new public service theory,multi-center governance theory and network governance theory.Second,the paper analyzes the present situation of public sports service supply in Jilin Province from the aspects of policy guarantee,capital investment,sports venue and facilities construction,national fitness events,talent team construction,national physical fitness monitoring service,public sports information service and so on.From the perspective of collaborative governance theory,this paper finds out the problems existing in the supply of public sports services:the decentralization of the main body of supply,the unitary way of supply,and the non-equalization of supply content.Analysis of its causes:supply concept is relatively backward,sports management system reform is relatively backward,supply operation mechanism is not perfect.Third,the optimization path of public sports service supply in Jilin Province from the perspective of collaborative governance:strengthen the concept of collaboration,and clarify the positioning of multiple subjects;Deepen the reform of sports management system,accelerate the transformation of government functions,establish an effective system of coordination and linkage,and strengthen the construction of talent team;Optimize the operation mechanism of public sports service supply,improve the demand expression and decision-making mechanism,improve the financing and production mechanism,and establish an effective performance evaluation and accountability mechanism. |
